The U.S. Border Patrol is investigating methods of monitoring large
areas of land during temporary increases in illegal activity. The
method discussed here will be a portable, remotely operated and
monitored, sensor array platform capable of rapid deployment and remain
on station at an altitude of approximately 500 to 1,000 feet, 24 hours
a day for 3 to 5 days at a time. We will use a government owned TCOM
15-meter helium aerostat as a test bed from March 20, 1999 to April 12,
1999. Location of the test is within a 70 mile radius north of
Brownsville TX. Vendors will have the opportunity to schedule several
days to mount and demonstrate their equipment. The amount of time
available for each demonstration will be determined by the number of
vendors requesting consideration. SENSOR ARRAY: The minimum sensor
array will consist of a thermal image for night and a color video
camera for day use. Additional devices will be considered such as;
targeting laser, antipersonnel radar and other devices that will
identify humans directly underneath and 360 degrees at a distance of up
to 5 miles, day or night. ARRAY CONTROL: Control of the sensors will be
from the ground. They may be either wireless or through the tether
fibers or wires and control all functions of each unit while
monitoring. PAYLOAD SPECIFICATIONS: 1. 130lbs maximum including
mounting hardware. Platform drawings are available upon written
request. Vendor to mount and interface with Government platform as
specified above. Installation and interfacing will NOT be provided by
the INS or Border Patrol. 2. The demonstrator will attach their
adapters to the Government's platform. 3. Equipment must be "all
weather" capable, meaning sealed from any moisture incursion caused
either by rain or changes in altitude. 4. Power available: 120VAC,
60hz, 1kW. 5. Three multi-mode fiber optic strands are available.
Connector information available upon written request. 6. Shielded
twisted pair, 2 each, are available. 7. Provide a minimum of one
infrared and one compatible color video camera capable of maximum 180
degree by 360 degree articulation from under the platform. Remotely
controlled and monitored, mounted in/on a bracket made for platform. 8.
Provide a monitoring and controlling station with a NTSC video output
for recording. 9. Provide documentation, specifications and
availability of the products demonstrated. The Government will not
provide any secure storage. Interested firms are invited to participate
