conduct information programs in support of Army Research Laboratory
(ARL), which increase an understanding of Asian S&T trends and
developments related to ARL R&D program areas. The contractor shall
implement a one year information program to conduct research and report
on relevant Asian S&T topics in two areas identified by ARL. The scope
of proposed activities shall include: Site visits to Japanese/Asian
industry, government, and academic R&D and manufacturing facilities;
Translation and compilation of relevant Japanese & Asian information,
journal abstracts, product literature, and other relevant information;
Analyses of scientific and technical trends and developments;
Dissemination of the results of the program and activities to ARL
organizations and their personnel. Also, contractor shall provide the
following: Unlimited access to ATIP reports; Monitoring and Reporting
on ARL Program Relevant Trends and Developments; Support site visits
andtechnology tours in Asia for ARL personnel; and Dissemination of
information. The period of performance is 1 Feb 99 through 31 Dec 99
with three (3) option years. This is intended to be awarded on a sole
source basis to Asian Technology Information Program, Albuquerque, NM.
ATIP is a unique organization that has proven record of delivering
relevant technology assessments and reports on demand. Their in-country
facilities, in-house expertise, and proven ties with Japan's science
and technology community (Government, industry, and academia) are
essential in the successful execution of this SOW. Due to both
constitutional and cultural restrictions, it is virtually impossible
for the DOD to contract directly with Japanese sources of research and
technology. ATIP's autonomous 501c(3) non-profit organization status
allows for the free interchange of research and technology with
relevant Japanese organizations. Responsible sources may submit a
