Energy (DOE)intends to conduct a competitive Program Solicitation and
award financial assistance (grants) to small U.S. independent oil
producing operators for research and development, advocating solutions
for production problems experienced by small independent oil producing
operators. The Department is interested in innovative field
technologies which increase production, reduce operating costs,
increase environmental compliance, or combinations thereof. The DOE
office will receive applications over four closing dates: March 1,
1999; June 1, 1999; August 31, 1999; and November 30, 1999. The Program
Solicitation is expected to be released on or about January 7, 1999 and
will be released on DOE's FETC World Wide Web Server Internet System at
