Langweil, Janet.S.Langweil.1@gsfc.nasa.gov. NASA/GSFC plans to issue a
Request for Offer (RFO) for the design and fabrication of a deployable
mast for use on the Inflatable Sunshield in Space (ISIS) Experiment.
The mast shall have a stowed diameter of less than 24 inches, a stowed
length of less than 28 inches, a deployed diameter of less than 24
inches, a deployed length of 240 inches and a maximum mass of 50 pounds
@ 1g. The mast must deploy from a stowed condition to the 240 inch
deployed condition in less than 15 minutes. Positive indications of
complete deployment are required. A 50 Hz minimum stowed frequency and
a 0.5 Hz minimum deployed frequency are required. The mast must be
able to survive shuttle launch loads in a stowed configuration and
survive on-orbit loads in a deployed configuration with a 200 pound
mass at the mast tip. Analysis will be required for strength, fracture
and mechanism function. The expected thermal environment in a stowed
configuration is -80 to +60 oC, in a deployed configuration, -100 to
+100 oC and during operation, -60 to +60 :C. The mast must be
electrically conductive to a GSFC fabricated support structure.
Electrical systems must meet shuttle EMI requirements. The mast may
utilize a 28 1 4 vdc, 10 Amp maximum electrical supply provided by
GSFC. The contractor shall test the mast to demonstrate compliance with
all specifications and provide supporting documentation. The Government
does not intend to acquire a commercial item using FAR Part 12. See
Note 26. The SIC Code and Size Standard are 8711 and 20M, respectively.
The DPAS Rating for this procurement is DO-A7. The provisions and
clauses in the RFO and model contract are those in effect through FAC
97-08. All qualified responsible sources may submit an offer which
shall be considered by the agency. The anticipated release date of the
RFO is on or about January 20, 1999 with an anticipated offer due date
of on or about February 22, 1999. An ombudsman has been appointed --
