Command Acquisition Center is interested in gaining information on
potential sources for a Chemical/Biological Escape Respirator for the
Office of Special Technology. This is a market survey, not a
solicitation for offers. This market survey is being conducted to
identify compact, lightweight, commercially available protective
devices capable of providing emergency respiratory and eye protection
against military chemical/biological warfare agents (CWA). Such items
are intended for use as emergency masks to be worn by national, state,
and local emergency response personnel in the event of a terrorist
attack involving CWA. Manufacturers or dealers of commercial or
military respirator devices are sought. For consideration and further
evaluation, the device must have the following characteristics: One
size must fit all adults and allow the wearing of ordinary corrective
eye wear. It must have the capability of protecting against CWA
aerosols (HEPA-level efficiency), gases, and vapors for a period of at
least 15 minutes. The device must be resistant to the penetration of
liquid chemical agents. In its carrying configuration, its dimensions
must not exceed 8 inches tall, 4.5 inches wide, and 3 inches thick and
weigh less than 1 pound. It must provide minimum restriction of visual
field and must be easy to don within 10 seconds. It must not fog or
retain carbon dioxide at levels that will prevent its safe wear for a
period of at least 15 minutes and it must have a shelf life of at least
5 years. THIS NOTICE IS FOR MARKET RESEARCH ONLY. NO DOCUMENTS ARE
AVAILABLE FROM THIS OFFICE. Information should include product
brochures, descriptive literature, available test data, and relevant
company background and experience, in accordance with Note 25. The
information received under this announcement will be used to select
candidates for a test and evaluation program to identify suitable
commercially available escape respirators for use by emergency response
personnel. Responses to this notice are to be received no later than 19
