Todt, Contract Specialist, (404) 842-6629 Provide the technical expertise for an environmental characterization of four potentially contaminated areas on Oatland Island in Savannah, Georgia. The island was used as a CDC Technical Development Laboratory from 1943 to 1973. It is currently operated as an Environmental Education Center for children in grades K-12. The assessments will include a geophysical survey, sampling and analysis of soil and groundwater, and a residential well survey. RFQ will be issued approximately January 21, 1999 to S&ME Environmental, Savannah, GA on a a sole source basis as S&ME Performed the preliminary site investigation for the school Board and has continued with the School Board to do more extensive characterization of the site. Authority: 41 U.S.C.253(C)(1), Justification: As the firm who collected the data for the preliminary investigation, S&ME possesses the unique qualifications to provide these services. SM&E is the only known firm who possesses the intricate knowledge to proceed with a follow-on contract for the environmental characterization.
