issue a Request for Quotation (RFQ) for support of the research,
compilation, development, and delivery of a Mentor-Protege Technical
Resources Database. This procurement is being conducted under the
Simplified Acquisition Procedures (SAP). NASA/HQ intends to purchase
the items from Bowie State University. The authority is only one
responsible source 10 U.S.C.23049(c)(1). Bowie State University is
uniquely qualified to provide technical resources needed for this
database. The Mentor-Protege Technical Resource Database is to be the
primary tool for NASA to increase the overall number of Small and
Disadvantaged Businesses (SDBs) that receive contract and subcontract
awards. This database will identify specific areas of technology that
NASA prime contractors are seeking from proteges. Bowie State
University has developed program materials for mentor-protege programs
and has intimate knowledge of the roadblocks associated with locating
unique SDBs to develop long-term relationships for developmental
growth. Bowie State University is uniquely qualifed to provide these
technical resources needed for this procurement. STATEMENT OF WORK:
Introduction -- NASA seeks to increase the overall number of SDBs that
receive contracts and subcontract awards from the Agency. The NASA
Mentor-Protege Program is one of the initiatives that will be utilized
to accomplish this goal. NASA's Mentor Protege Program has been
designed to encourage NASA prime contractors to assist SDB's develop
their capability to perform high technology efforts. Work to be
Performed -- The Headquarters, Office of Small and Disadvantaged
Business Utilization, has a Small Business Program initiative to
provide a technical resource document to be used by prospective Mentor
and Protege firms that will serve as a tool for the use in
identifying, matching, and selecting candidates for NASA's Mentor
Protege Program. The prospective offeror must provide all services
necessary to perform the research, compilation, development, and
delivery of a Mentor-Protege Technical Resources database. This
database will identify specific areas of technology that NASA Prime
Contractors are seeking from proteges. Period of Peformance -- It is
anticipated that this requirement shall be completed within 30 days
after receipt of the order. Deliverable -- It is anticipated that the
offeror will submit a report inclusive of the following: 1) A list of
factors commonly used to define the research and technology areas of a
prime contractor; 2) A survey instrument for the mentor; and 3) A
computer listing of mentor/prime contractors that included text on the
areas in which they are interested in identifying protege's
candidates. The Government intends to acquire a commercial item using
FAR Part 12. Interested firms have until January 26, 1999, to submit in
writing to the identified point of contact, their
qualifications/capabilities. Such qualifications/capabilities will be
used solely for the purpose of determining whether or not to conduct
this procurementon a competitive basis. Responses received after
January 26, 1999, or without the required information will be
considered nonresponsive to the synopsis and will not be considered. A
determination by the Government to not compete this proposed effort on
a full and open competitive basis, based upon responses to this notice
is solely within the discretion of the Government. Quoters are
