AFB, AL intends to issue one sole source maintenance agreement for
software technical support to Microsoft Premier Support. Solicitation
number F01600-99-Q0430 is being issued as a request for quotations
(RFQ). This requirement is being issued on an unrestricted basis THIS
ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING
REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The Microsoft
Premier Support shall consist of a variety of detailed and
comprehensive services which are critical in managing the information
systems at Maxwell AFB, AL. Contractor shall be required to provide
proactive, personalized technical services and fast, expert resolution
of specific technical issues for ALL Microsoft products. Product and
Technology Incident Support shall be provided 24 hours a day, 7 days a
week. Services shall include but not be limited to Technical Account
Management, Proactive and Information Services, Technical Support,
Supportability Reviews, On-Site Data Collection and the MSDN Enterprise
Edition. One (1) Microsoft TechNet (single server) subscription shall
also be included providing Maxwell AFB 42d Communications Squadron
(42CS) with monthly TechNet CD-ROM (Server License) and a subscription
to the Microsoft Developer Network (Universal Edition) CD-ROM. In
addition to other duties and responsibilities, the Technical Account
Manager (TAM) shall coordinate the Technical Support, Technical
Services and Technical Account Management. Vendor shall provide a
maximum of 200 Technical Account Manager Hours, 100 Incident Calls, 4
Support ID's, 1 Phone ID, 2 TAM (Technical Account Manager) Site
Visits, 1 Single Server TechNet, 1 MSDN Universal Subscription and
Unlimited use of the Web. The Technical Account Manager assigned to
this station must have professional experience in supporting Microsoft
Technologies including the following types of Microsoft products:
Microsoft BackOffice, Windows NT, Microsoft Exchange, Windows 95,
Windows for Workgroups, Microsoft Office, Microsoft Word, Excel, Access
and PowerPoint, Schedule+, Microsoft Outlook and NT Workstations. There
are approximately 6,000 + desktops to be supported. Online Information
Services will also be included such as Product NewsFlashes written by
Microsoft support personnel, email notifications of potential
high-impact problems and use of the Premier ServiceDesk which includes
access to a secure website offering a large range of specific support
related material of interest. The TAM will be required to conduct 2
status meetings to review support requirements and insure that 42 CS
staff are equipped with the latest relevant information. Supportability
reviews and consulting services are also included. Only written
requests shall be accepted. The provision at FAR 52.212-1, Instructions
to Offerors, applies to this acquisition and addendum 5352.214-9000
Smoking in AETC Facilities, and Multiple awards are hereby deleted from
this solicitation. Award will be made in aggregate to the lowest
responsible offeror. Offeror Representation and Certifications
Commercial Items, with its offer: Offerors shall include a completed
copy of the provision at FAR 52.212-3 Deviation, Offeror Representation
and Certifications Commercial, with its offer. The clause at FAR
52.212-4, Contract Terms and Conditions Commercial Items; 52.222-48,
Exemption from Application of Service Contract Act Provisions for
Contracts for Maintenance ; and 52.252-2,Clauses Incorporated by
Reference. The clause at FAR 52.212-5, Contract Terms and Conditions
Required To Implement Statutes Or Executive Orders Commercial Items
applies to this acquisition. The following numbered clauses under
52.212-5 are included; (a) 1, 2; (b) 6,7,8,9; and (c) 1,2. DFARS
252.212.7001, Contractor Terms and Conditions Required To Implement
Statutes Or Executive Orders Applicable to Defense Acquisitions Of
Commercial Items to include 252.204.7004, Required Central Contractor
Registration; and 252.232.7009, Payment by Electronic Funds Transfer
(CCR). The services described herein are critical to the operation of
the Information Systems and are ALL inclusive. Other Sources who
believe they are capable of performing ALL of the services listed are
requested to submit their qualifications and any pertinent information
to the Contracting Officer no later than COB 15 DAYS after the date of
publication in the CBD. Place of delivery and acceptance is Maxwell
AFB, Montgomery, AL 36112-6334. FOB is destination. Period of
performance is Jan 99 through Jan 99. NO PARTIAL QUOTES WILL BE
