This announcement constitutes a Market Research/Sources Sought
Synopsis. This market survey is issued for the purpose of identifying
potential contractors with the skills and knowledge required to
accomplish the following effort, as well as identifying businesses who
can offer the same or similar services in the commercial market place
at established catalog or market prices. The proposed acquisition is
to provide E-3 AWACS Flight Crew Training for identified numbers of
students at guaranteed levels of proficiency. This effort is to be
accomplished under a "fee for services" environment, where the
contractor is paid by the hour for providing not only the instruction
but the training equipment as well. During the initial service period,
the contractor will sustain the existing training equipment, provide
instruction, and courseware development/maintenance. The contractor
will also be required during the initial service period to develop and
manufacture new training equipment with independently obtained
financing. The contractor will be required to maintain the training
devices concurrent with the aircraft during the life of the contract.
At delivery of the Contractor Furnished Equipment, the services will
convert to Commercial Training Simulation Services (CTSS), and the
existing TC-18 aircraft and simulation device based training will be
replaced by simulation services. Additional information concerning this

industry exchange will be held with interested offerors to address
concerns and provide technical/contract input. The meetings will be
held with individual contractors. The date for these meeting will be
scheduled in early February through the PCO, Shirley Wahl
(801-777-5371). This competitive acquisition will be accomplished under
Source Selection Procedures in accordance Appendix BB and FAR Part 15.
Any sources interested in this acquisition should describe their
qualifications in the following areas: 1. Current and past experience
in providing flight crew training for heavy multiple crew position
aircraft. 2. Current and past experience with courseware/computer based
training, curriculum development, and academic and simulator
instruction for flight crew positions. 3. Current and past experience
with the maintenance and development of software baselines. 4. Current
and past experience with the development and manufacture of aircraft
flight simulation training devices, including incorporating aircraft
concurrency modifications. Potential offerors are requested to submit
two copies of an unclassified response (limit 30 pages) by no later
than 29 Jan 99 to OO-ALC/LIKT, 6050 Gum Lane, Bldg 1215, Hill AFB UT
84056-5825, Attn: Shirley Wahl. Information received will be considered
solely for the purpose of determining the number of interested sources
that qualify for this competitive acquisition. It is requested that
only prime contractors respond. A list of primes will be made available
