Code 0211. THIS PRE-SOLICITATION IS ADVERTISING ON AN "UNRESTRICTED"
BASIS INVITING FULL AND OPEN COMPETITION. The project titled
"Addition/Alterations and Life Safety Upgrade" is for the construction
of a new clinical addition of 73,250 square feet to the existing Naval
Hospital at Pensacola, FL. There are also alterations within all eight
floors of the existing hospital, alterations to the existing boiler
plant and the construction of new entrance canopies at the existing
emergency room and the new clinic addition. The total maximum area of
alteration is approximately 119,250 square feet. The estimated
construction cost for this project is between $20,000,000 and
$25,000,000. Close construction coordination and management by the
construction contractor of all work will be essential in order to
fulfill the work restrictions and phasing schedule required for
continuous operation of the hospital. The Pre-Proposal Conference is
tentatively scheduled for Thursday, 11 MARCH 1999 for 1:00pm at the
Naval Hospital, Pensacola, FL. The first two phases require completion
484 calendar days from the date of award. The third phase, with 10
sequenced stages, is to be completed 951 calendar days from date of
award. Staying on schedule is critical to operations of the hospital.
This solicitation is formatted as a Request for Proposal in accordance
with FAR 15.6 for a negotiated procurement. The award of this
procurement will be accomplished using the Source Selection Procedures
that result in the BEST VALUE to the Government. The contract
resulting from this solicitation to the responsible proposer whose
proposal conforming to this solicitation will be the "BEST VALUE" to
the Government, price and technical factors considered. Proposers will
be evaluated on FACTOR A -- Past Performance, FACTOR B Small Business
Subcontracting Effort, FACTOR C -- Technical Qualifications, and
FACTOR D Construction Schedule. THREE COPIES OF TECHNICAL PROPOSALS ARE
REQUIRED. The Government reserves the right to reject any or all
proposals at any time prior to award; to negotiate with any or all
proposers; to award the contract to other than the proposer submitting
the lowest total price; and to award to the proposer submitting the
proposal determined by the Government to be the most advantageous to
the Government. PROPOSERS ARE ADVISED THAT IT IS DEFINITELY POSSIBLE
THAT AN AWARD MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT CONCERNING
THE PROPOSALS RECEIVED. Therefore, proposals should be submitted
initially on the most FAVORABLE terms. Proposers should not assume that
they will be contacted or afforded an opportunity to qualify, discuss,
or revise their proposals. However, the Government reserves the right
to clarify certain aspects of proposals or conduct discussions
providing an opportunity for the offerors to revise their proposal.
