commercial items prepared in accordance with the format in FAR Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued.
Solicitation number GS00T99ALD0040 is issued as a Request for Proposals
(RFP). The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 97-08.
This action is an unrestricted procurement under SIC 5045, Computer
Software and Services, size standard 500. The General Services
Administration has a requirement to purchase; CLIN 0001: Wallchart
Scheduling Licenses and associated maintenance; CLIN 0002: Progress
Workgroup Server Licenses and associated maintenance; CLIN 0003:
Progress Client Networking Licenses and associated maintenance; CLIN
0004: Progress Intersolve (ODBC) Licenses and associated maintenance;
CLIN 0005: Progress ProVision Software Developers Licenses and
associated maintenance; and to include a provision for Other Direct
Costs (ODCs). GSA intends to award a contract to CL International, 500
Fifth Avenue, Suite 316, New York, NY 10110. Under the authority of
FAR 6.302-1 and 10 USC 2304(1) based on only one known source for this
product. The commercial-of-the-shelf scheduling software displays and
schedules people, rooms, equipment and training courses or events. The
scheduling software is capable of LAN and Internet access. It is
capable of automated complex event booking, whereby default resources
are tied to events and can be obligated in a single scheduling
operation. It detects resource conflicts with the ability to
evaluate/obligate substitute resources and does not allow double
booking of resources. It is able to display schedules in different time
intervals for both selected resource classes and master events
schedule. The following FAR provisions are applicable to this RFP: FAR
52.212-1, Instructions to Offerors-Commercial; FAR 52.212-3, Offeror
Representations and Certifications -- Commercial Items; FAR 52.212-4,
Contract Terms and Conditions -- Commercial Items; FAR 52.212-5,
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders -- Commercial Items. Offerors must include a signed
copy of the Representations and Certifications with their offers.
Copies of the Representations and Certifications are available online
at www.gsa.gov/fedcac. The contracting officer will not accept
telephone call requests for copies of the FAR provisions. This notice
of intent is not a request for competitive proposals; however, all
responsible sources may submit an offer which will be considered. Award
will not be made on the basis of responses to this synopsis. The
Government intends to award a firm-fixed price contract to the offeror
whose proposal, conforming to the specification, will be the most
price advantageous to the Government. All offers, which shall include
the price proposal and signed copy of the Representations and
Certifications, shall be mailed to FEDCAC, 110 Hartwell Ave, Lexington,
MA. 02421-3134, Attn: Siobhan Frongillo, no later than 2 p.m.,
Thursday, January 21, 1999. Award is anticipated within thirty (30)
