20228 81 -- DESIGN AND MANUFACTURE OF PACKAGING FOR NUMISMATIC PRODUCTS POC

(BEP) is seeking prospective offerors capable of designing and
manufacturing packaging for new numismatic products. The BEP will
require the design and manufacture of three (3) different packages that
shall serve to house and protect various quantities of new designed $20
notes from damage due to routine handling and the normal aging process.
The packaging shall be sturdy, attractive, and permit the notes to be
covered in a clear acid-free sleeve such that the notes are protected
but visible from both sides without having to be handled. The clear
acid-free sleeve shall be such that the notes can easily be removed
without fear of damage. In addition, the sleeve shall be attached to a
portfolio-type product that can be placed into an outer cover. Both
the outer cover and the portfolio shall be attractively designed with
the use of at least four colors. The portfolio shall contain narrative
information stating that the notes have a low serial number and
contain new anti-counterfeit deterrent measures. The three (3)
packaging styles shall be of the following types: (1) the Deluxe
packaging (70,000 needed for a single $20), (2) the Premium Historical
packaging (10,000 needed for two $20 notes), and (3) the Federal
Reserve Bank Set packaging (2,000 needed for twelve $20 notes). Each
package shall be of a size suitable for containing and attractively
presenting a new designed single $20 note, two $20 notes, and twelve
$20 notes. The BEP will need delivery of a prototype of each of the
packaging style for a February numismatic show. Interested businesses
capable of providing this service should submit sufficient data in
order for the Government to determine the company's capability. This
data shall be submitted to Sharon Phillips at the above address on or
before January 14, 1999. In addition to seeking potential sources, the
BEP is conducting market research to determine the commercial
availability of the design and manufacture of packaging described
herein. As a result, a Commercial Item Questionnaire has been prepared
to aid in this market research. Interested sources wishing to
participate in the market research shall submit a written request for
a copy of the questionnaire by fax or e-mail at 202-874-2200 or
sharon.phillips@bep.treas.gov. Should a solicitation be issued, a copy
will be sent to qualified businesses responding to this notice.****
