202-358-3078 DESC: Architect-Engineer (A-E) contrat for performance of
Architectural-Engineering Design and Related Services in accordance
with General Services Administration (GSA) quality standards and
requirements for the Modernization of the 60 Year Old 1,424,395 gross
square feet of space, including 79 inside parking spaces in the
Internal Revenue Services Building (IRS) located at 1111 Constitution
Avenue, NW, Washington, DC for the GSA National Capital Region (NCR),
Solicitation NO. GS11P98WPC0005. The design services disciplines will
include at minimum Architectural, Structural, Civil, Mechanical,
Electrical, Fire Protection and Life Safety,Space Planning and Hazard
Materials disposal including Lead Asbestos Abatement. The Government
will not indemnify the A-E against liability arising out of work
involving asbestos and other hazardous materials. The work will require
metric construction drawings, specifications, cost estimates, and post
construction contract services for the upgarde of the existing
electrical and mechnaical systems to provide energy efficient and user
comfort, the installation of Fire Sprinkler System, replace all piping
systems under the basement floor and building moats, the remodeling of
the interior including the renovation of building spaces and finishes,
the reconfiguration of tenant space, partitioning and ceiling systems,
preservation of historical features, exterior cleaning, pointing,
window improvements, an upgrade of toilet facilities, the provision of
the American Disability Act (ADA) will be required, and the removal of
asbestos. The A-E will plan separate phased construction packages. The
estimated Construction Cost range is $30-55 million. Consideration for
the contract will be limited to business firms or joint ventures
(either with consultants) demonstarting capability to coordinate the
required services in their own active production offices located within
the GSA, NCR. Firms in Virginia and Maryland may also apply, however,
the selected firm must establish a productive office within 30 days
after the award of the contract within the boundaries of the GSA NCR.
Firms must indicate steps to fulfill and implement this requirement.
The government will not allow payment for travel. The boundaries of the
GSA NCR consist of the District of Columbia; Montogomery and Prince
Georges Counties in MD; Arlington, Fairfax,Prince William and Loudoun
Counties in VA; and the Cities of Alexandria, Falls Church and Fairfax
in VA. Evaluation Criteria for selection are as follows: I.
PROFESSIONAL Qualifications (35%): A. Relevant key individual
experience and professional qualifications; and B. Team experience on
similiar projects. II. SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE
(30%) A. Suitability of firm's previous concentration to the type of
works required herein; and B. Based on the specific examples shown,
does the firm provide a well organized accurate and fully coordinated
set of construction documents? III CAPABILITES OF FIRMS (20%): A.
Sufficiency of staff and technical resources available not committed to
other contracts to undertake this contract; and B. Location of firm and
knowledge of the locality of the project. IV. PAST PERFORMANCE (15%):
A Programming abd compliance with performance schedules; and B. Cost
control quality of work. If selected for an interview, each A-E shall
present at least two (2) project examples including drawings and
specifications, final cost estimating indicating original budget, a
summary of the project scope and objectives, and the name, address and
phone number of clients contacts. Firms have the capabilities to
perform the services described in the announcement are invited to
respond by submitting completed SF254's (for firm and joint ventures
and consultants),which must be dated not more than twelve (12) months
before the date of this synopsis, and a SF 255 along with a letter of
interest to: GENERAL SERVICES ADMINISTRATION, 7th & D Streets, SW, BID
ROOM 1701, WASHINGTON,DC 20407 BY 3:30 P.M.local time on the due date
of this notice. The following information MUST be on the outside of
sealed envelope: 1) Solicitation Number/Title; 2) Due Date: and 3)
closing time. Late responses are subject to FAR Provision 42-215-10.
Each SF 255 shall include an abstract of project samples as similiar in
nature to the project as possible, bound in a 21.5cm (8-1/2") X 27.9cm
(11") format. Also, include in Block 10 as the last entry the
following certification, "I hereby certify the firm (or joint venture)
and consultants listed for this project meet the geographic
limitations stated in the CBD annmouncement for the solicitation." This
procurement is being made under the Small Business Competitiveness
Demonstration Test Program. This procurement is open to Small and Large
Business Concerns. Before award of the contract, the A-E (if bot small
business) of $3,000,000, gross average over 3 years) shall be required
to present an acceptable Small Business and Small Disadvantaged
Business Subcontracting Plan in accordance with Public Law 95-507.
Small and Disadvantaged firms are encouraged to particiopate as prime
contractors or as members of joint ventures with other small
businesses. All interested large business firms are remined that the
successful firm will be expected to place subcontracts to the maximum
practical extent with small and disadvantaged firms as part of their
ORIGINAL teams, in accordance with the provisions of Public Law 95-507.
