The Naval Sea Systems Command (NAVSEA) is seeking expressions of interest to determine if there are an adequate number of responsible and interested sources who can meet a forthcoming competitive requirement for quick reaction capability (QRC) and routine tasking for the full spectrum of environmental engineering, remediation and abatement services, and BRAC compliance support. While dependent on the specific situation, location and services required, QRC means effective reaction and response with the full spectrum of personnel and equipment to assess, engineer/design, and accomplish the task at hand on-scene between 12 hours up to 3 days. Interested firms will be expected to furnish all personnel, facilities, tools, equipment, materials, supplies, supervision and any other items or services necessary to perform the type of environmental services specified below. These services include, but are not limited to: Base Realignment and Closure (BRAC) compliance support activities; asbestos surveys, containment and abatement; building stabilization, modification and destruction; database management and information systems; dredging as part of maintenance, compliance and remedial activities; ecological risk assessments; environmental baseline surveys (EBS); environmental compliance projects; environmental laboratory work; excavation/soil separation, treatment and restoration; findings of no significant impacts (FONSI) and findings of suitability to lease (FOSL) or transfer (FOST); general radiological material (G-RAM) surveys, containment and abatement; hazardous waste management; heavy equipment operation; installation restoration (IR) work; lead surveys and abatement; management of ozone depleting substances; occupational health and safety compliance tasks; polychlorinated biphenyl (PCB) surveys and abatement; stormwater and groundwater management and treatment; underground and above-ground storage tank work; unexploded ordnance (UXO) work; and operation, maintenance and lay away of large mechanical and high voltage electrical systems typically found on large defense installations. Interested parties having the required specialized capabilities to meet all of the above proposed requirements should submit to this office a two (2) page maximum, typed expression of interest/capability statement indicating their ability to perform all aspects of the efforts described above. Responses are required to include the firm name, mailing address, telephone and facsimile numbers, World Wide Web(Internet) presence (if any), size of firm, number of years providing environmental services and direct points of contact including e-mail addresses. Only written responses transmitted electronically, by mail or facsimile will be accepted. The Government will not provide payment for any information provided in response to this synopsis, nor will the Government return any data provided. All data will be for official Government use only. A list of interested parties will be compiled from the firms who respond to this announcement. Firms that wish to be included on the interested parties list must be able to, as a minimum, 1) access the World Wide Web; 2) send and receive unclassified e-mail; and 3) access, download and print pre-solicitation documents from Internet websites. All firms that provide clear and concise evidence that they can meet all of the minimum requirements shall be included on the interested parties list. The interested parties list, as well as future competitive requirements and associated documents (including the solicitation release planned for Spring 1999), will be posted on the World Wide Web (WWW) at the Naval Sea Systems Command (NAVSEA) Contracts Directorate Website located at http://www.contracts.hq.navsea.navy.mil under the proposed solicitation number N00024-99-R-8132. It is highly recommended that all interested firms frequently access the NAVSEA Contracts Directorate Website for updates and releases of addition pre-solicitation information. Since quick reaction capability is an essential performance trait of the potential successful offeror(s), extensions to stated deadlines are not contemplated at this time.
