R -- RYAN WHITE TITLE III DATA MANAGEMENT SOL HRSA-231-HAB-3(9) DUE 032699 POC Helene Braun, Contract Specialist, (301)443-5131 The Health Resources and Services Administration (HRSA) proposes to negotiate a contract on a sole source basis with MayaTech Corporation, 1300 Spring Street, Silver Spring, Maryland to continue work in the following areas: (1) obtaining information on Title III funds and the providers who received them; (2) assessing the annual changes in the number and diversity of individuals served; (3) monitoring the quantity of services received; and (4) helping to examine the extent to which early intervention services are meeting the needs of individuals living with or at high risk of HIV infection, focusing on members of underserved populations. MayaTech Corporation, which has provided these services to HRSA since 1994, is uniquely qualified to perform this work and the only source available capable to continue this work in the HIV/AIDS programs. Only MayaTech has the detailed knowledge of Ryan White grantees and their systems, Ryan White CARE ACT Program data collection and reporting, data processing and analysis, OCR technology, Web site design and maintenance, and Internet data collection. Based on the above, MayaTech Corporation is deemed the only responsible source capable of providing the required work and services as set forth in 41 U.S.C. 253(c)(1) -- only one responsible source. A Justification for Other than Full and Open Competition has been prepared by the Government.
