Bucher, CO, Tel: 509-22-5500, Fax: 509-23-9603 Subject to the availability of funds, and pursuant to AIDAR 706.302- 70, the United States Agency for International Development (USAID/Haiti) intends to award a non-competitive modification to contract no. 521-0238-C-00-5052-00 with Checchi and Company Consulting, Inc., 1899 L. St., N.W., Suite 800, Washington, DC 20036- 3804 to continue with Checchi's services under the original contract scope of work to provide technical assistance and training to assist Haitian authorities in developing a justice system that is responsive to the needs of the Haitian people, reinforces the rule of law, and fosters respect for human rights. In September, 1995, Checchi was selected through limited competition on grounds of unusual and compelling urgency to provide technical support to the justice sector in Haiti. Its three main program areas -- legal assistance, case registration/management and judicial mentoring -- are well tailored to address what have been identified as the major problems in the justice field. The legal assistance program provides free legal counsel to indigent criminal defendants, thereby alleviating the serious administrative and human rights problems associated with the elevated percentage of prisoners in pretrial detention.
