This procurement is for Analytical and Professional Support Services for the Institute for Water Resources Operations and Maintenance Programs. The contractor will be required to analyze issues relating to program development and budget execution of the O&M program; analyze current and proposed organizational functions and structures; analyze and evaluate current operating procedures; audit current policy and procedure regulations; and assess operation of projects. All request for proposal must be in writing and reference RFP No. DACW72-99-R-0002. The proposed procurement is a 100-percent Small Business Set-Aside. For the purpose of this procurement a small business concern is defined as: a concern whose average annual sales or receipts of the concern and its affiliates for the preceding three (3) fiscal years have not exceeded $5 million.
