CLASSIFIED DATA, CD-ROM, FOR JOINT INTELLIGENCE CENTER PACIFIC
(JICPAC). Solicitation N00604-99-R-0007 DUE 26 January 1999, 1:00 p.m.

Contracting Officer. 2. This solicitation is unrestricted; all
responsible sources may submit a proposal. 3. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, Streamline Procedures for Evaluation
and Solicitation for Commercial Items, as supplemented with additional
information included in this notice. 4. This announcement constitutes
the only solicitation; proposals are being requested and a separate
written solicitation will not be issued. Solicitation number
N00604-99-R-0007 applies and is issued as a Request for Proposal. 5.
This solicitation document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 97-09 and Defense
Acquisition Circular 91-13. 6. The standard industrial code is 7334 and
the business size standard is $5 million. 7. This requirement is for a
fixed priced contract for three (3) sub-line items for a base period
of one year from 01 October 1999 through 30 September 2000, with four
one-year option periods. 8. Line item 0001AA: Quantity-12 Each, Item
description: Mastering of Pre-mastered data. Line item 0001AB:
Quantity- 7,200 Each, Item description: Replication of data including
labeling, inserting Government-furnished material into Jewel Box,
serializing discs, and shipping. Line item 0001AC: Quantity- 5 Each,
Item description: Re-order replication set-up charge for a minimum of
100 cd's. 9. Please submit proposals for all three line items for the
base year and four option years. In the event unit price(s) and
extended price(s) are ambiguous, the Government shall use the indicated
unit price(s) for evaluation and award purposes. 10. Statement of work:
JICPAC's production forecast requires a batch of 400 to 600 discs
(CDROM 120MM optical, 74-minute disc, up to 650 MB of data) be produced
from each pre-master, which will occur every four to six weeks. The
classified (secret) data will be pre-mastered by JICPAC in standard ISO
9660 format. Stamping or pressing method of replication is acceptable.
Contractor is to perform mastering of JICPAC pre-mastered disc(s).
Produce replicated discs of JICPAC pre-mastered disc(s) in quantities
specified in each delivery order. Label each disc with a two-color
label, which will be supplied by JICPAC digital MAC data. Insert the
Government-furnished printed material into the jewel box (plastic
packaging case) with replicated discs. Imprint or silk screen
serialization on the disc(s). Identification numbers will begin with 1
of the total number of CDs produced (i.e. 500 discs produced
identification numbers will be 1 of 500, 2 of 500, 3 of 500, etc.)
Contractor facility clearance and level of safeguarding is required to
be at the Secret level (minimum requirement). Manufacturers warranty.
12. Delivery is required within 10 working days after placement of
delivery order to be delivered FOB Destination to: Logistics Officer,
Receiving Deck, Joint Intelligence Center Pacific, Box 500, Building
352, Pearl Harbor, HI 96860-7450. Acceptance shall be made at
destination. 13. The provision at FAR 52.212-1, Instructions to
Offerors-Commercial Items applies. Addendum to FAR 52.212-1: Paragraph
(c), Period for acceptance of Offers-Substitute "60 calendar days" for
"30 calendar days". Paragraph (h), Multiple awards-Delete entire
paragraph. Substitute "Single Award. The Government plans to award a
single contract resulting from this solicitation." 14. Past performance
will not be evaluated but will be used as a factor in determining
responsibility. Offerors shall provide the names and numbers of three
(3) references that you have provided same or similar services
(reference sheets may be obtained from the POC stated herein). 15. The
provision at FAR 52.212-2, Evaluation Commercial Items applies. The
Government intends to make a single award to the responsible contractor
whose proposal is in conformance with the specifications/statement of
work, in full compliance to all other requirements set forth in the
solicitation and the lowest cost or price, except that small
disadvantaged business concerns may receive evaluation preference as
provided elsewhere in this solicitation. 16. The Government reserves
the right to judge which proposals show the required capability and the
right to eliminate from further consideration those proposals which are
considered unacceptable and not capable of being made acceptable
without major rewrite or revision. 17. Offerors are required to
complete and include a copy of the following provisions with their
proposals (copies may be obtained from the POC stated herein): FAR
