synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). NASA JSC White Sands
Test Facility intends to purchase three (3) identical HVAC units
manufactured and delivered on or before April 7, 1999. Each unit will
have indirect/direct evaporative cooling and gas fired heating. Each
will be factory assembled and mounted on a common 6-inch skid. The fan
will be able to provide 1.00 inch of External Static Pressure for
8,000 acfm in summer and 4,000 acfm in winter at 5,000 ft. elevation.
The unit will be able to cool 8,000 acfm supply air from 1000 F.
entering to 64.30 F. leaving air temperature or better. The gas fired
heating section will provide 198 MBH output heat at 5,000 ft. elevation
and 4,000 acfm air flow. Heating section firing efficiency shall be no
less than 80% at sea level. Provide Vari-Cool ID-4D/RMUA 400 or equal
units. Equipment & Performance Data shall be submitted for the units
consisting of use life, power ratings, capacity ranges, face area
classifications and rotational velocities. Manufacturer's catalog data
and drawings shall be submitted for the following: evaporative media;
fans, controls, casings, dampers, filters, furnaces, insulation,
motors, pumps, spare parts, and vibration isolation. Submit 6 copies of
the O&M manuals 30 days before delivery of units. UNIT INFORMATION If
a supplier provides models as called out in this specification, it does
not relieve them of having to meet the entire specification. Units are
to be furnished factory assembled. Unit maximum outside dimensions
shall be 26'5" by 9' 9", which includes 2' clearance for intakes. The
return must fall within 5' and 9' from the OSA intake. The indirect
section shall be 60% efficient or better with maximum .2" WG air side
pressure drop. The direct section shall be 90% efficient or better with
maximum .13" WG air side pressure drop and maximum 400 fpm face
velocity. All motors are to be high efficiency motors with thermal
protection. Power connection is to be single point wiring. The maximum
noise level outside the units must be 75 db or less, 1' from unit. The
units shall be assembled so that the OSA flow goes through the
following circuit: indirect section; direct section;
return/damper/filter section; fan section and furnace section. The
indirect and direct sections shall not have water carryover into
downstream sections nor leak water into adjacent sections and shall
have 20 gauge 304 stainless steel pans. The evaporative media will be
CELdek. or approved equal. The furnace heat exchangers shall be all
electric welded construction with Type 409 stainless steel, .044" tubes
and .050" header plates. Gas and electric components shall consist of
not less than the following: main gas cock; main gas pressure
regulator; main solenoid gas valve; pilot gas cock; pilot gas pressure
regulator; pilot solenoid gas valve; intermittent spark ignition
system; high limit control and 24 volt control transformer. Unit
Controls: A remote control panel will be provided which includes ON-OFF
and SUMMER-OFF-WINTER manual switches. The ON-OFF provides start/stop
of the main fan. The SUMMER selection cycles the dampers (RA closed,
OSA open) and enables the pumps. The WINTER selection enables the
furnace and allows the dampers to reverse (RA open, OSA partially
open). A room thermostat (by others) provides two stages of cooling and
one of heating. Stage 1 cooling turns on the spray pump. Stage 2 turns
on the indirect section pump and fan. Stage 1 heating enables high
fire of the furnace. Internal furnace controls will provide modulated
burner control to maintain a constant supply air temperature, manually
adjustable from 60 to 100 degrees. The internal furnace controls will
also provide all safety interlocks. Float valves shall be brass body
and stem, adjustable water make-up float and be factory furnished and
installed. Pumps are to be UL listed, permanently lubricated, 115V, 60
Hz, 1 phase, and factory piped. The indirect and direct sections shall
have 1" minimum drain and overflow connections. All factory furnished
plastics are to be UV protected. The dampers shall be opposed blade,
positive close-off AMCA certified dampers with electric operators and
shall be provided on both the OSA and return. The maximum leakage of
dampers will be 8 cfm per square foot at 4 inches SP WG. The filter
face velocity shall not exceed 500 fpm. Filters shall have an average
efficiency of not less than 36% per NBS performance tests. Fans
(Blowers) shall be centrifugal-type. Bearings shall be anti-friction
type, and have AFBMA 11, L-10 life expectancy rating of 200,000 hours.
Fans shall be forwardly curved, double width, double inlet Class 1.
Fans shall be V-belt driven by 2-speed motors of sufficient size that
the brake power rating shall not exceed the nominal motor rating.
Adjustable sheave shall provide not less than 20% fan-speed adjustment.
Sheave size shall be selected so that fan speed at the approximate
midpoint of the sheave adjustment will produce the specified air
quantity. The driver and driven sheaves shall be of the keyed hub type.
The driven sheave shall be of a fixed pitch diameter and the driver
shall be a variable pitch diameter sheave and shall be sized for 135%
of motor horsepower. Motors shall be 480V, 3 phase, 60 Hz high
efficiency type. Vibration isolation shall be sized and provided based
on the unit provided. Fans shall be statically and dynamically
balanced. Manufacturer shall run each unit under load and perform
vibration analysis to confirm the unit balance. Measurements and test
equipment shall conform to ANSI S2.2, ANSI S2.17, and ANSI S2.41.
Measurements shall be made on or near each bearing and shall not exceed
2 mils displacement peak-to-peak nor 0.3 in/sec overall velocity. A
test report for each unit shall be provided showing the measurements
versus location in tabulated form. Units must be made and assembled in
the United States. The basic cabinetry of the indirect and direct
sections will be constructed of 20 gauge aluminized steel with a primed
and enamel finish inside and out. Fasteners will be stainless steel.
Primary and secondary air flow duct connections will be flanged.
Mounting rails will be provided in order to secure the unit.
Accessibility from both sides of each unit will be provided to all
service areas. All grease fittings for internally mounted equipment
will be extended to outside the cabinets. Both water circuits shall
have fittings for a continuous bleed-off for scale control. Freeze
protection shall also be provided. The provisions and clauses in the
RFQ are those in effect through FAC 97-09. The SIC code and the small
business size standard for this procurement are 3585 and 750,
respectively. The quoter shall state in their quotation their size
status for this procurement. All qualified responsible business sources
may submit a quotation which shall be considered by the agency.
Delivery to NASA JSC White Sands Test Facility, Transportation Officer,
Bldg. 120, Route 70, Las Cruces, NM 88012, is required no later than
April 7, 1999. Delivery shall be FOB Destination. The DPAS rating for
this procurement is DO-C9. Quotations for the items(s) described above
may be mailed or faxed to the identified point of contact by the
date/time specified and include, solicitation number, FOB destination
to this Facility, proposed delivery schedule, discount/payment terms,
warranty duration (if applicable), taxpayer identification number
(TIN), identification of any special commercial terms, and be signed by
an authorized company representative. Quoters shall provide the
information required by FAR 52.212-1. The Representations and
Certifications required by FAR 52.2l2-3 may be obtained via the

1999. Quotations are due by 1:00 p.m. MST, on January 25, 1999 to the

Cruces, NM 88004. Selection and award will be made (on an aggregate
basis) to the lowest priced, technically acceptable quoter. Technical
acceptability will be determined by information submitted by the quoter
providing a description in sufficient detail to show that the product
quoted meets the Government's requirement. Quoters must provide copies
of the provision at 52.212-3, Offeror Representation and
Certifications -- Commercial Items with their quote. See above for
where to obtain copies of the form via the Internet. An ombudsman has
been appointed -- See Internet Note "B". It is the quoter's
responsibility to monitor this site for the release of amendments (if
any). Potential quoters will be responsible for downloading their own
