The National Oceanic and Atmospheric Administration intends to negotiate with the Vision Identics Systems, Inc., Mamoroneck, NY on a sole source basis for the acquisition of an image processing system for a video plankton recorder. The system is for use with the MOCNESS (multiple opening and closing environmental sensing system) mounted video plankton recorder. The system uses programming developed by the Woods Hole Oceanographic Institute to process video tapes of plankton. The software programs developed by WHOI will be made available for use in this system and require the same image analysis system already in use. The statutory authority for other than full and open competition is 41 USC 253(c)(1), Only One Responsible Source. Vision Identics is the only known source to provide the hardware and integration of the WHOI software into the computer system. Companies who can provide the above listed services must indicate their interest within 5 days of this announcement. Any party interested in receiving a copy of the solicitation shall provide written notice to the Contracting Office.
