Laser (SBL) Program Management Office (PMO), USAF Space and Missile
Systems Center, intends to award letter contracts for the conduct of a
Space High Energy Laser Architecture and Affordability Study to each
of the incumbents who have conducted the Space Based Laser Concept
Definition Study (CDS) Agreements with the SBL PMO, Agreement numbers
F04701-98-9-0002 (TRW) and F04701-98-9-0003 (Lockheed Martin). Using
the concepts and effectiveness evaluation framework developed under the
CDS efforts, these contractors will complete the SHEL Architecture and
Affordability Studies identifying the most promising architecture for
future development. These tasks will highly leverage the work already
completed in previous CDS efforts. This award will be accomplished in
accordance with FAR 6.302-1 (10 U.S.C 2304(c)(1)) which authorizes
award to the only one (or a limited number) of responsible sources
available based upon a determination that award to any other source
would cause unacceptable delays to the Space Based Laser project and
add costs not recoverable in a competition. The Standard Industrial
Classification Code is 8731 and the size standard is 1,000 employees.

appointed to address concerns from offerors or potential offerors
during the proposal development phase of this acquisition. The
Ombudsman does not diminish the authority of the program director or
contracting officer, but communicates contractor concerns, issues,
disagreements, and recommendations to the appropriate Government
personnel. When requested, the Ombudsman shall maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection
