This constitutes notice that ESC/ACK intends to award a non-competitive contract with Logicon Information Technology Group for an aircraft, weapons, and electronics (A/W/E) software module that meets the B-1B aircraft-specific Joint Standoff Weapon (JSOW) and Joint Air to Surface Standoff Missile (JASSM) mission planning requirements on the Air Force Mission Support System (AFMSS). While the AFMSS provides core mission planning functionality for all aircraft platforms, each A/W/E using AFMSS requires specific mission planning functionality not provided by AFMSS Core. For the B-1B, mission planning requirements include route planning, air refueling, defensive data processing, weapons delivery, production of mission and operational flight program data transfer devices, and production of specific charts and forms for combat mission folder enhancement. This effort will require concurrent software development with AFMSS Core and B-1 A/W/E software releases. The Government requires one formal, operational software release in support of B-1B JSOW/JASSM Integration and the ongoing B-1B Conventional Mission Upgrade Program (CMUP). The effort includes contractor technical support through AFMSS and B-1 Combined Test Force (CTF) testing and associate contractor agreements. It is anticipated that the contract will have options for special studies, government training, testing and field support, and software maintenance. The period of performance for this effort is three years with three additional years to be exercised as one-year options. The screening criteria are as follows: a.) have at least three (3) years of experience in Government software development programs or products using an object oriented design methodology. b.) have a demonstrated capability in a strategic bomber mission planning environment. c.) have at least three years of experience in AFMSS programs. d.) have at least three years experience with B-1 CMUP. Any offeror judged to be unqualified will be provided a copy of the solicitation upon their request, and any offer submitted by that firm will be evaluated without prejudice.
