Recovery -- Obsolete/Excess High-Explosives Projectile (HEP) Ammunition
M123/M123A1. The IOC and PM TMAS are conducting a market survey to
identify potential sources interested in pursuing an innovative
arrangement involving the demilitarization, recovery and conversion of
excess and/or obsolete M123/M123A1 munitions into products of
established commercial value. The arrangement should maximize the
potential commercial and/or military value of such assets with the
value of recoverable work returned to the IOC and/or PM-TMAS as real
capital or consideration towards the life cycle management of tank
ammunition. The IOC and PM are considering making approximately 30,000
165mm M123A1 HE Projectiles located world-wide available for the
pursuit of this arrangement. This munition contains approximately 36
pounds of Composition A3 (91% RDX, 9% Desensitizing Wax: MIL-W-20553)
or A4 (97% RDX, 3% Desensitizing Wax) Pressed load, or a mixture of
Compositions A3 an A6 (86% RDX, 14% Wax) based on the laoding procedure
used to process the round. In the mixed round, A3 is 55.6% of the 36
pound main charge weight. The munition also contains over 22 pounds of
carbon steel, 2.12 pounds of M2 double-base propellant and an M73
electric igniter with 60 -- 70 grains of black powder. The IOC and
PM-TMAS are seeking responses that may involve any type of legally
permissible arrangement, including but not limited to a Procurement
Contact, Cooperative Research and Development Agreement (CRADA).
Cooperative Agreement (CA), Other Transaction for Research (OT), Other
Transaction for Proptype Projects, Lease, Sale or Exchange. Potential
industry partners are requested to submit a written response
expressing possible approaches to achieving these objectives to both
Mr. Mark Dorr of IOC and MAJ Roger Morin of TMAS. Their addresses are
below. The response should address: 1. Description of the participant's
general experience in the technical fields of tank ammunition,
munitions demilitarization, and the conversion of demilitarized
munitions components into viable commercial products. 2. Description of
the participant's technical and business plan to convert the prososed
tank munitions into viable commercial products that will generate
sufficient assets to cover the cost of the demilitarization an recovery
activities. 3. Potential benefits of this arrangement to the
participant's business -- current and future. No proprietary
information should accompany the response to this offer. Only written
responses will be accepted. All information is to be furnished at no
