D -- ONTYX TERMINOLOGY DEVELOPMENT ENVIRONMENT SOFTWARE (TDE) SOL 1999Q00068 DUE 012299 POC Shirli Wall, Purchasing Agent, (404) 842-6745 The Centers for Disease Control and Prevention intends to solicit a quotation on a sole source basis from Ontyx, Inc, 100 Danbury Road, Suite 203, Ridgefield, CT 06877 to purchase the Ontyx Terminology Development Environment software (TDE), a commercial off-the-shelf software. The Terminology Environment (TDE) allows the combination of familiarity and simplicity of the relational data model with the inferential capabilities of a description logic classification engine in a development tool. A graphic user interface provides the capability to view and edit the terminology using intuitive interaction techniques. The TDE is a Windows-based scalable software using relational database technology to support the authoring and maintenance of medical terminology in descriptive logic format, including KRSS syntax. The specifications for description logic come from the Arpa-sponsored Knowledge Sharing Initiative. The Ontylog Syntax extends KRSS to include partonomies and kinds. The import process populates relational tables. SQL and table import utilities may be used to manipulate the surface terminology content. The result of the import process is called "stated" view. Ontylog also creates a "defined" view and a "inferred" view as result of processing the terminology into definitions and performing a number of inferences resulting in classification. By storing all views in the relational model, scalable solutions are available for managing and deploying terminologies across the enterprise. Simplified Acquisition Procedures will be utilized and an oral quotation will be solicited on or about 01/22/99. Other than full and open competition is authorized pursuant to 41 U.S.C. 2253 (c)(1). Qualified vendors have 14 days from date of this synopsis to submit capability statements delineating their ability to provide this product. Such qualifications will be used solely for the purpose of determining whether or not to conduct this procurement on a full and open competition basis. No solicitation exists.
