Academy is conducting a competitive sourcing study utilizing OMB
Circular A-76, AFI 38-203 and AFMAN 38-209. The purpose of the study is
to determine if it is more efficient for government operated or
contractor operated functions within the Cadet dining facility,
Mitchell Hall. The study will include such services as waiters,
sanitation, cooks, food preparation, housekeeping, building and
warehouse maintenance, building security, and receiving. This list is
not all-inclusive. Mitchell Hall staff currently serves three meals per
day, seven days a week with the exception of some school vacations.
Monday -- Friday, two of those meals are served sit-down family style
simultaneously to approximately 4000 cadets within five minutes of
seating. The other meals during the week and weekends are usually
served in a buffet-style or other sit-down fashions. This is a varied
operation that will also include seasonal field style kitchens and
service and outside catering in addition to service at Mitchell Hall.
The facility is approximately 223,000 square feet on three levels.
Housekeeping and janitorial duties will be required for the entire
facility, in addition to some outdoor ground maintenance. This
requirement is restricted 100% for small business interests. Services
shall be provided in accordance with all USAF and Academy
procedures/regulations. The DRAFT solicitation will be released on or
about Feb 01. This DRAFT RFP is being issued to solicit industry
comments/ questions on the content of the RFP, including the
Performance Work Statement (PWS), and how it can be improved/clarified
to encourage competition, incorporate industry standards, and allow
for better proposals from offerors. The DRAFT RFP will be posted on the
Electronic Posting System (EPS) home page. The Internet address is

Direct Reporting Units. Only small business contractor's not capable of
electronic access can obtain a hard copy of the RFP by sending a

be a limited number of hard copies available. When that supply is
exhausted no further copies can be distributed from this office. Please
include with your request the following information: 1) state your
interest in the acquisition; 2) identify your point of contact by name
including voice and fax number, and e-mail/URL address if available;
3) size of your firm, 4) Why your firm can not access the solicitation
electronically. If a solicitation mailing list is developed, it will
also be available electronically at the above EPS Internet address.
Comments about the draft are due no later than March 5, 1999 and can be
submitted by any of the above methods. It is anticipated the subsequent
contract will include a transition period, a basic year, and four
one-year options. It is anticipated that a formal source selection will
beused for this acquisition. Full and Open Competition among small
business firms is contemplated; Small Disadvantaged and Women-Owned
businesses are highly encouraged to participate. The Standard
Industrial Classification is 5812 and the size standard is $15 million.
A subsequent synopsis will be issued at a later date to provide final
