purpose of this amendment is to revise the information contained in the
synopsis issued in the Commerce Business Daily on January 2, 1998. This
announcement supersedes the previous announcement published January 2,
1998 and revises the SOLICITATION NO. to 52-PAPT-9-01002. There will
be no formal solicitation document for this acquisition. A Project
Agreement will serve as the solicitation document for this requirement
(see below). The Patent and Trademark Office (PTO) will not distribute
printed copies of the Project Agreement. The Project Agreement will be
made available to industry via the Internet on PTO's Internet home
page at http://www.uspto.gov/web/offices/ac/comp/proc/cbd.htm. The
Patent and Trademark Office (PTO), located in Crystal City, Arlington,
Virginia, anticipates entering into a fixed-price type of contract for
Security Guard Services with a period of performance of one (1) base
year and four (4) one-year option periods. The proposed contract is
100% set-aside for firms under the Small Business Administration's
(SBA's) 8(a) Program. The Standard Industrial Classification (SIC) Code
is 7381. The Project Agreement will require that interested firms
possess a minimum of five (5) years past experience in similar work.
The purpose of this 8(a) competitive acquisition and the resultant
contract is to provide stationary and roving unarmed security guard
services to building sites occupied by the PTO in Crystal City,
Arlington, VA. Guard services will be required 365 days a year/24 hours
a day. This 8(a) competitive acquisition will be conducted using a new
streamlined acquisition process described in a document entitled
"Department of Commerce Acquisition Process Case for Change" which may
be found on the Internet at http://www.doc.gov/oam/conops. The intent
of this new process is to provide an improved acquisition environment
that will benefit both the vendor community and the Government. In
accordance with this acquisition process, the Project Agreement will
serve as the solicitation document for this requirement. Interested
parties must respond to the Project Agreement in order to be considered
for award of any resulting contract. Interested parties must check the
PTO's web site at

the Project Agreement which is anticipated to be available on or about
January 25, 1999. The RFP closing date will be thirty (30) days after
issuance of the Project Agreement on the PTO's Internet home page.
