This is a combined synopsis/solicitation for transportation services (commercial items) prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This Request for Proposals under N00033-99-R-5506 constitutes the only solicitation issued pursuant to the terms and conditions of MSC DRYTIME 98 (available from the MSC WEBSITE www.msc.navy.mil -- look under CONTRACTS/LIBRARY OF COMMON DOCUMENTS) and RFP Requirements (available from MSC WEBSITE -- look under ACTIVE REQUESTS FOR PROPOSALS/TRANSPORTATION SERVICE). This RFP is for the time charter of a US flag self-sustaining roll-on/roll-off (ro/ro) vessel(s) or tug and ro/ro barge unit(s) for shipments of dry cargo from US East Coast to Andros Island, Freeport, and Nassau Islands. Charter will be for 17 months with two 17 month option periods. Vessel/barge shall have a minimum of 6700 square feet of clear, unobstructed, usable open deck space with Contractor providing either two 40 foot reefer boxes with one 20 ft reefer box or four 20 foot reefer boxes with one 20 foot reefer box. Barge must be United States Coast Guard/American Bureau of Shipping inspected with a valid Evironmental Protection Agency Certificate. Barge must be equipped with minimum three foot high side bulwarks and minimum five foot high bow bulwark. Proposed tugs must have twin screw capabilities and a minimum 1400 horsepower. Vessel or tugs must maintain a speed in moderate weather of 8 knots. Tugs must have an ABS loadline. The Federal Acquisition Regulation 19.102 establishes the Small Business Size Standard for this type of water transportation service as SIC CODE "4412" for water transportation services with a small business size dollar limitation of 500 employees.
