Code 1542 -- The Construction Manager as Constructor (CMc) for this
contract will be competitively chosen using multi-step process (FAR
15.101-1) and Source Selection, Trade-Off techniques where all
technical factors, when combined, are significantly more important than
cost or price. In this Stage I, the General Services Administration
(GSA) is inviting potential offerers to submit qualification
information that will allow GSA to advise each respondent in writing
whether they are or are not a viable competitor. For this stage, GSA
will evaluate all responses using the criteria stated herein. Firms
that do not submit written responses to this notice for Stage I will
not be eligible to compete in subsequent stages of this procurement.
Scope of Services: The scope of CMc services under this proposed
contract includes Pre-construction Phase Services and Construction
Phase Services. The services requested of the CMc shall cover a wide
range of design and construction activities, which are often performed
by both Construction Managers (CMs) and General Contractors (GCs). The
CMc must maintain a team with the expertise and capability to manage
and coordinate the timely and orderly development and construction of
the proposed project. The CMc shall be required to assign, as needed,
a team consisting of architectural, civil, structural, mechanical and
electrical reviewers; cost estimators; CPM analysts; field engineers;
field support staff; construction supervisors; construction
superintendents; testing engineers/technicians; and other disciplines.
Pre-construction Phase Services shall include, but are not limited to,
participation in all construction document production phase team
meetings; review and evaluation of the construction document
submissions for constructability; scope management; value engineering
suggestions; Independent pricing of A-E's final Design Development
submittal and all subsequent construction document submittals;
identification of any problems or errors in the design and design
documentation; consultation during construction document production;
preliminary project schedule development; cost estimates; development
of subcontractor and supplier interest; competitive selection and
procurement of all necessary sub-contractors; and development of a
guaranteed maximum price. Construction Phase Services shall include,
but are not limited to, construction; administration of the
construction contract and all subcontracts; coordination of regular
construction meetings; CPM scheduling; maintaining of construction
records including daily logs and monthly reports; monitoring of
construction costs; inspection, "commissioning"; turnover to designated
facility management staff; participation in acquisition of Alternative
Dispute Resolution/Partnering consultant, and other required
supplemental services if so requested by the Government. The CMc shall
provide GSA with sound management advice regarding the approach to the
project, how to achieve the best value in the work being accomplished,
necessaryactions, schedule control, alternative ideas, problem/claim
prevention, and budgeting. The CMc shall have a full understanding of
the project, its contract documents, and the principles of Federal
construction contracting and contract administration. Most importantly,
the CMc shall have complete responsibility for construction of the
facility, including timely delivery and reasonable project cost.
Project Summary: This project will recapture vacant space and modernize
Building 25, Denver Federal Center (DFC) in Lakewood, Colorado. The
building is two stories with a gross area of 375,415 square feet. The
existing building will be renovated by the removal of asbestos
containing materials, the replacement of partitions, installation of
new mechanical and electrical infrastructure, and new ceilings and
floor materials. Building systems will be modified to improve
environmental and functional conditions, including heating, ventilating
and air conditioning, plumbing, new electrical service, lighting, and
fire protection. The exterior work will include landscaping, entrance
renovation, and atrium space, re-skinning and glazing to improve the
energy efficiency and aesthetic appearance of the envelope in
accordance with GSA goals for the continuing upgrade of the Denver
Federal Center properties. Proposal Submission Process: Proposals will
be evaluated using a two-stage process. Under Stage I, offerers must
submit information regarding qualifications, past experience, past
performance, personnel, and resources. The Government will evaluate
Stage I submissions on a "go/no go basis. The Government shall evaluate
all responses in accordance with the criteria stated in this notice,
and shall advise each respondent in writing whether it will be invited
to participate in the resultant procurement. The Government shall
advise respondents considered not to be viable competitors of the
general basis for that decision. Under Stage II, as defined in the
Request for Proposals (RFP), both a supplemental technical proposal and
costor price proposal will be required to be submitted. Competitors
invited to the Stage II submission will be sent the RFP, including
design development documents Under Stage II, offerers must submit Price
Proposals and additional technical information regarding
qualifications, project management plans, personnel, resources, and
value engineering suggestions. The Government will evaluate Stage II
submissions to establish a "competitive range" (those considered to
have a reasonable chance of being selected for award). For those within
the competitive range, the Government may enter into discussions before
soliciting "Best and Final Offers," however, the Government reserves
the right to award the contract without discussions. Anticipated
contract type is Fixed Price Incentive Fee/Award Fee. Source Selection
Evaluation Criteria: The following criteria represent the factors
which will be used by GSA's Source Selection Evaluation Board in
evaluating offerers potential as viable competitors. These factors,
with appropriate sub-categories, plus three additional factors, as
stated below, will be used by the Source Selection Evaluation Board for
the second stage of the source selection process. Price will be
evaluated in the second stage. One firm will be selected from the CMc
firms in the competitive range at the end of Stage II. The following
evaluation criteria are listed in descending order of importance for
the Stage I. (1) Past Performance in Providing General Construction
Services and Pre-construction Services on Similar Projects; (2)
Qualifications and Experience of Key Personnel; (3) Experience in
Providing General Construction Services and Pre-construction Services
on Similar Projects; (4) CMc's Resources, Facilities, and Technology;
The additional factors to be evaluated only during Stage II are (5)
Project Management Plan (6) small business (SB) and small disadvantaged
business (SDB) plan and (7) cost of pre-construction phase services and
construction phase services. Contract Award: The Government anticipates
awarding a contract to the selected firm to provide Pre-construction
Phase and Construction Phase services. SB -- SDB Participation:
Although this procurement is open to large business, small and
minority-owned firms are strongly encouraged to participate. The
Government recognizes the talent existing in smaller firms and
encourages their participation in the construction of Federal
facilities. All Stage II respondents shall provide a brief written
narrative of their outreach efforts to utilize small, small
disadvantaged and women-owned businesses on this project. An acceptable
Subcontracting Plan shall be agreed upon prior to contract award to any
large business. Large businesses shall be required to demonstrate a
proactive effort to achieve the following minimum goals for all
subcontracted work: Small Businesses (20%), Small Disadvantaged
Businesses (5%), and Small Women-Owned Businesses (5%). Joint ventures
offers will be considered. Written Submissions Requirements: Written
submissions should include: 1. Experience and Past Performance in
Providing General Construction Services on Similar Projects in the past
10 years a) Describe your experience with construction of a project
using CM as Constructor or CM at Risk delivery, or in which you acted
as a traditional General Contractor. Demonstrate how projects deemed
similar are comparable in scope and complexity to this project with
fixed schedules and within a guaranteed maximum price when providing
general construction services. b) Describe your experience constructing
major renovation projects involving offices and laboratories or other
similar complex projects with construction cost greater than
$25,000,000. c) Provide names, addresses and telephone number of the
last three clients for which you have completed construction of
laboratory projects within the last ten (10) years. d) Describe your
firm's use of Alternative Dispute Resolution (ADR) or arbitration to
avoid litigation. Provide a complete list of any construction claims in
which you and project owners/developers have been party to in the last
10 years and a synopsis of the outcome. Indicate if any of the claims
were resolved using ADR or arbitration. 2. Experience and Past
Performance in Providing Pre-construction Services on Similar Projects
a) Provide at least three projects in excess of $25,000,000, in
construction cost, in which the firm provided pre-construction phase
services similar to those that will be required under this project.
Describe in detail your record of delivering the completed projects
within the fixed schedules and within the prescribed budget. Relate
those in type and scope to this project. Provide two references for
each project submitted (individual name, title, address, telephone
number). b) Demonstrate your experience in providing the value
engineering, design oversight and independent cost estimating required
to maintain a guaranteed maximum price. Describe your experience
working in a non-adversarial relationship with a building owner or
developer as a full partner in the development team. c) Demonstrate
your ability to maintain quality and aggressive project schedules while
controlling costs when providing pre-construction services. 3.
Qualifications and Experience of Key Personnel a) Summarize the
qualifications, professional designation, experience, education,
background information, specific assignments, and other significant
information for key members of the CMc team. b) For all key personnel,
identify the anticipated duties of the person as full-time or
part-time, identify the person as an employee of the CMc firm, a
sub-contractor, or an employee of a consulting firm, and indicate the
specific geographic location in which each key team member is now
based. Provide at least two references (names, addresses, telephone
numbers). c) Describe your experience with construction projects within
the same geographic area as Lakewood, Colorado. Describe your knowledge
of and experience with local markets, subcontractors, the general labor
market, and federal government. 4. CMc's Resources, Facilities and
Technology. a) Describe the resources and facilities available to the
CMc. Describe in-house computer office automation capabilities,
including ability to review drawings in an AutoCad Release 12-14 format
acceptable to the Government. b) Describe the ability to interface with
the Government's Microsoft Excel V.5.0 and Word for Windows V.6.0.
software, and the ability to send, receive and share data
electronically via desktop conferencing. Minimum Submission
Requirements. STAGE I: Proposals which do not meet all of the minimum
requirements will be notified as part of their evaluation and must be
corrected to be deemed acceptable for the Stage II evaluation. The
minimum requirements are as follows: 1. The offerers must be licensed
as a Construction Contractor in the State of Colorado. 2. The offerers
must provide a statement from their bonding corporate surety that
appears on the list contained in the Department of Treasury Circular
570 "companies holding certificates of authority as acceptable sureties
on federal bonds and acceptable reinsuring companies", as certifying
their bonding capacity for a project with an estimated range for
construction cost of $25,000,000-$45,000,000. Other bonding options are
available in accordance with FAR 28.204 and may be provided as an
alternative to evidence of corporate bonding capacity. In addition,
offerors must meet or exceed the Stage I evaluation standards to
compete in Stage II of the procurement. STAGE II: Minimum requirements
of Stage I shall be evaluated on a "go/no-go" basis for Stage II.
Proposals that do not meet all of the minimum requirements will not
receive any further consideration, and will not be technically scored.
Stage II : After the "go/no-go" determination regarding minimum
requirements has been performed, the Stage II proposals will be
evaluated and ranked technically before the cost or price proposals is
evaluated. How to Offer: Potential offerers having the capabilities to
perform the services described herein areinvited to respond by
submitting the required information for the Stage I submittal. Offerers
will be required to submit three (3) copies of a Stage I proposal. The
proposals should be submitted in an 8-1/2" X 11" bound format, and
should be organized to correspond with the evaluation factors listed
above. The forms SF 254 and SF 255 may be utilized but are not
required. All submittals must be current ( reflecting a date not more
than one year prior to the month of this notice). The total Stage I
submission should not exceed 100 pages or 50 double face sheets.
Additional information will be required of firms that are submitting
for the Stage II evaluation. Stage I submittals are to be received no
later than 3:00 PM E.S.T on February 11, 1999. Only technical
submittals should be submitted. All submittals must clearly indicate
the solicitation number on the face of the envelope. Completed
