Officer, 740-788-5043 This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in the Federal
Acquisition Regulation (FAR) Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation and a written solicitation will not
be issued. All requests for written solicitations shall be disregarded.
It is the offeror's responsibility to monitor this site for the release
of amendments (if any). This Solicitation F33660-99-R7001, is a Request
for Proposal (RFP). The Standard Industrial Classification Code is 3829
and the business size standard is 500 employees. This solicitation is
being issued as unrestricted. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-09. The Air Force Metrology and Calibration
(AFMETCAL) program requires 10 each Height Masters, for high accuracy
length measurements in the USAF with 2 copies of the commercial
literature. Each unit shall have 2 copies of the manual and calibration
certificate. Items offered shall be commercially available with only
minor modifications necessary to meet Air Force requirements. The
Height Master will consist of an 18 inch height master with a twelve
(12) inch riser block and case for each. The Height Master shall have
a range of 0.3 to 18 inches a minimum resolution of 0.00001 inch; the
lead screw uncertainty, coverage factor of two, shall not exceed +/-
0.00004 inch over the entire measurement range; the block pitch,
location between any two blocks within the step gage, coverage factor
of two, shall not exceed +/- 0.00005 inch up to and including 12 inches
and +/- 0.000100 inch from above 12 to 18 inches; the parallelism of
any face and the bottom plane of the gage shall not exceed 0.00006 inch
total indicated reading; shall be provided with a twelve (12) inch
riser block with the block uncertainty, coverage factor of two, shall
not exceed +/- 0.00004 inch. The Height Master shall be made asa one
piece with handles for ease of movement; straight pattern design;
blocks of 0.5 inch size made of high-chromium steel with a thermal
expansion coefficient of (6.4 +/- 0.6) x 10-6in/in/F and a
hardness of HV800 for resistance to wear. The riser block shall have
three (3) carbide-faced pads and two- (2) locating pins to accurately
position the riser block to the Height Master. The Height Master and
Riser Block shall each be provided with a shipping/storage case to
permit the equipment to be safely stored and transported, with a
minimum of two carrying handles. The Height Master shall not exceed 12
inches by 12 inches by 24 inches in height and the maximum allowable
weight shall not exceed 100 pounds. The Height Master will be used and
tested at a temperature of 68 degrees F +/- 1 degrees F and a relative
humidity of not more than 45 %RH. Requires Standard Commercial
Warranty. Items are for delivery to AFMETCAL Det 1, FOB Destination.
Delivery shall be a minimum/maximum of 2 each every 45 calendar days
beginning one hundred eighty calendar days after receipt of order and
continue at the above rate until completion. Acceptance testing will be
at destination, AFMETCAL. One hundred percent acceptance testing will
be performed to assure the items meet the above requirements. Such
testing does not relieve the contractor of performing all inspections
and quality checks at the point of fabrication, or as necessary, to
assure performance as specified herein. All specifications of this
Purchase Description must be met before the Air Force will accept the
Height Master. Acceptance testing will be completed within 45 days of
receipt at AFMETCAL. Approved source is Mitutoyo Height Gage P/N
515-512 with a 12-inch riser block P/N 515-117. The following clauses
apply to this acquisition and are incorporated by reference: FAR
52.212-1, Instructions to Offerors-Commerical Items; FAR 52.212-2,
Evaluation-Commercial Items: The specific evaluation factors are (1)
technical capability of the items offered to meet the Government
requirement, (2) price and (3) past performance each offeror shall
provide the name and points of contact of the last three sales to whom
they have provided the same or similar item; FAR 52.212-4, Contract
Terms and Conditions-Commercial Items; and FAR 52.212-5, Contract Terms
and Conditions Required to Implement Statues of Executive
Order-Commercial Items. All offeror's shall provide with their
proposals, a copy of their commercial warranty, any descriptive
literature, brochures, and/or adequate information to determine whether
the offered items will meet the terms and conditions cited above.
Commercial manual to include all technical information on the assembly,
installation, operation and maintenance instructions, to include an
illustration parts breakdown (IPB) and theory of operation and
calibration procedures. An Acceptance Test Plan is required and shall
be delivered to and approved by the government. The Acceptance Test
Plan, as a minimum shall detail the criteria, performance objectives,
and description of tests to be performed. Calibration of test
measurement, and diagnostic equipment shall be accomplished by
comparison to external standards traceable to an international
standards organization member such as the National Institute of
Standard and Technology (NIST). A statement of conformance (calibration
certificate) and a certificate of traceability shall be provided with
each unit. All measurement instrumentation supplied by the contractor
shall be fully calibrated prior to shipment to USAF. A decal shall be
placed on the unit showing the date calibrated and date due for
calibration of each item of measurement instrumentation supplied by the
contractor. If a non-approved item is offered, technical evaluation and
approval of the proposed unit by AFMETCAL will be required prior to
award. Offerors of non-approved items shall submit the following
additional information: (1) discussion of required modifications to the
commercial height master being offered, and (2) a product sample is
required with your written proposal. Technical acceptability will be
determined solely on the content and merit of the information submitted
in response to this procurement. Therefore, it is incumbent on the
offeror to provide sufficient technical literature, documentation,
etc., in order for the Government to make an adequate technical
assessment of the proposal. The offer must: (1) be for the items
described above; (2) be FOB Destination to this agency; (3) include a
delivery schedule and discount/payment terms; (4) include copy of
commercial price list; (5) include name of and be signed by an
authorized company representative along with telephone number and
facsimile number; (6) include their taxpayer identification number
(TIN), CAGE Code Number and DUNS Number. This acquisition will be
processed in accordance with the Simplified Acquisition Procedures, FAR
Part 13. This will be a DO-A70 rated order. Offers are due by 5 Feb
