synopsis/solicitation for commercial items prepared in accordance with
the format in the Federal Acquisition Regulation (FAR) Subpart 12.6,
as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation and a written
solicitation will not be issued. AFMETCAL Det 1 intends to negotiate
solely with Pratt & Whitney, Moore Products Division, 74 Northwest
Drive, Plainville, CT. to provide for the Retrofitting of Standard
Measuring Machine for Laser Measurement. The Air Force Metrology and
Calibration Detachment (AFMETCAL Det 1) intends to negotiate with only
one source under the authority of FAR 6.302 as the item to be upgraded
has proprietary data rights. SCOPE: This purchase description covers
the retrofitting of the 48 inch Standard Measuring Machine, Pratt &
Whitney, Number U50077, for laser measurement. COMPONENTS: A retrofit
kit, Pratt & Whitney, Number U305468, consisting of: new headstock,
measuring display, laser head, interferometer and retroreflector is
required. Also a new power unit, Pratt & Whitney, Number U305737, along
with a new tailstock, Pratt & Whitney, Number U305739, is required.
COMPATABILITY: The retrofit kit shall be capable of being mounted and
interact with a 48 inch Standard Measuring Machine, Pratt & Whitney,
Number U50077. SALIENT CHARACTERISTICS: The retrofit kit shall embody
the following salient performance and product characteristics. The
laser shall be accurate to +/- 0.1 inch per inch at an
operating temperature of 68 oF. The system resolution shall be 1
inch. The system accuracy shall be +/- 10 inch per 24
inches travel of gagehead. The measuring pressure shall be adjustable
from 2 to 48 oz. The laser measurement display shall provide control
and display interface of the system, including thermal expansion and
manual velocity of light compensation. The system shall operate using
115 volts and 60 Hz. The system output shall be IEEE STD 488 Port
(HPIB). The bed shall be inspected and remanufactured as required for
suitability for retrofitting to English/Metric Digital Laser. The bed
and cylindrical supports shall be rescraped to meet original Pratt &
Whitney specifications to meet system accuracy. The elevating table
shall be rebuilt and ground as required to meet original Pratt &
Whitney, Number U50077 specifications. Two copies of Operation and
maintenance manuals will be provided with the upgraded unit. The
contractor will install the system at AFMETCAL and provide training for
up to one day on the operation the upgraded system. This item will be
inspected and accepted at AFMETCAL Det. 1within 45 days after
completion of installation and training. The item will be checked with
test equipment with parameters equal to or better than those required
to assure specified performance requirements are met. Test equipment
used has first echelon certification directly traceable to the National
Institute of Standards and Technology (NIST) where required. Tests will
be performed to assure the item meets the requirements of this purchase
description. Such testing at destination does not relieve the
contractor of performing all inspections and quality checks at the
point of fabrication, or as is necessary, to assure performance as
specified herein. Delivery is required within 180 calendar days after
contract award. Delivery shall be FOB Destination. This is not a
request for competitive quotes. Firms believing they can provide the
required items are encouraged to identify themselves and give written

supporting evidence that they can furnish the requested items. Vendors
with this capability may submit a response for Government consideration
no later than 45 days from the published date of this synopsis
announcement. Information received will be considered solely for the
purpose of determining whether to conduct a competitive procurement.
