a Request for Proposal (RFP)5-60974-905 on a sole source basis to Space
Applications Corporation, Vienna, VA, to extend support currently
provided under contract NAS5-32585 for an additional 6 months beyond
the current end date of the contract (February 20, 1999). This
extension is required to continue work currently under way while the
government's technical requirements are being consolidated and
competed. Under the consolidation competition, these requirements will
be procured using full and open competition. Under contract
NAS5-32585, the contractor provides support to the Stratospheric
General Circulation with Chemistry Modeling (SGCCM) effort and to the
Atmospheric Chemistry and Dynamics (ACD) group within the Laboratory
for Atmospheres. This support includes, but is not limited to,
developing, operating, modifying, and updating computer codes for the
SGCCM and ACD models and data analysis. NASA/GSFC intends to purchase
the items from Space Applications Corporation. The current contractor
has unique specialized knowledge of the work to be performed that could
not be duplicated by new contract personnel in enough time to be
proficient in the tasks required. The authority is 10 U.S.C.
2304(c)(1), Only One Responsible Source. Contractors who believe they
can provide these services without any harmful impact to the program
schedules supported by this work, should contact the persons noted
below. Interested firms must submit a response by 4p.m. EST, February
1, 1999. All responsible sources may submit a proposal which shall be
considered by the agency. The Government does not intend to acquire a
commercial item using FAR Part 12. See Note 26. An Ombudsman has been
