SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH
THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL
INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN
SOLICITATION WILL NOT BE ISSUED. The solicitation number is PX9116 and
the solicitation is being issued as a Request for Quote (RFQ). The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-09. The Environmental
Protection Agency (EPA) anticipates that the contract will be awarded
as a result of full and open competition. A firm-fixed-price contract
is anticipated to result from the award of this solicitation. The
associated Standard Industrial Code (SIC) is 5049. This procurement is
for the acquisition of an autoanalyzer. The autoanalyzer will allow
for analysis of dissolved nitrogen species, phosphorus and sulfides in
water samples. The instrument will be used for addressing water
quality issues. The system shall meet all of the following criteria
(Proposals will be evaluated using the following technical capabilities
criteria): 1. The autosampler needs to have an X-Y-Z drive mechanism
and electronics, an RS232C interface, an interface cable, sample probe
and connecting tube. 2. A system unit which includes power supplies
(24 VDC, 3.6 amps; 12 VDC, 8 amps; 5VDC, 1 amp: and +/- 24 VDC, 0.6
amp), high intensity light source assembly with fiber optics, heater
controller board, valve and heater distribution boards, interface board
and AC line filter. 3. Computer hardware, software, and data interface
to perform control, data acquisition and report generation. 4. A
sampling processing module which includes an electrically-actuated
FlowFit sample injection valve, valve control electronics, manifold
support, and photometer detector head and flow cell. 5. Analytical
manifolds and necessary heating units to measure ammonia, nitrate,
nitrite, and ortho-phosphate. 6. Installation of the instrument on
site. 7. Training session on proper use and maintenance of the
instrument (for two EPA employees) 8. Past performance -- provide 3
references Award will be made to the lowest priced offer meeting all of
the technical requirements. The following FAR provisions apply to this
solicitation: 52.212-1, Evaluation-Instructions to
Offerors-Commercial; 52.212-2, Evaluation-Commercial Item. Evaluation
criteria to be included in paragraph (a) of provision 52.212-2 are as
follows: (i) technical capability to meet the Government requirements;
(ii) past performance; (iii) price, in decreasing order of importance.
Technical and past performance, when combined, are significantly more
important than price. All offerors are to include with their offers a
completed copy of provision 52.212-3, Offeror Representations and
Certifications-Commercial Items. The following FAR clause applies to
this acquisition: 52.212-4, Contract Terms and Conditions-Commercial
Items. The following additional FAR clauses which are cited in clauses
