Office, Contract@nist.gov. The National Institute of Standards and
Technology (NIST) intends to negotiate with Harvard University, Office
for Sponsored Research, on a sole-source basis to complete the table
of transition probabilities of lines from odd-parity levels in Dy I and
Dy II. Also to obtain spectra of single isotopes of Dy in order to
determine the 162-164 isotope splitting of Dy I and Dy II energy
levels. Additionally, measure branching fractions in Holmium I and Ho
II to give transition probabilities and modify existing computer
programs to enable analysis completion. Deliverables will include: (1)
complete table of dysprosium branching fractions and transition
probabilities for spectral lines from odd-parity levels in Dy I and Dy
II. (2) Make observations of hollow cathode lamps containing the
single isotope 162 Dy and 164 Dy using the NIST FTS. Analyze the
resulting spectra to obtain the isotope splitting for energy levels in
Dy I and Dy II. (3) Begin observations of holmium (Ho) hollow cathode
lamps using the NIST FTS. Modify existing software as necessary to
analyze the spectra. This acquisition is to be accomplished under the
authority of FAR 13.106(a)(5) which permits sole source acquisition
when only one source is reasonably available. The Harvard group has
demonstrated unique qualifying experience with FTS high- resolution
spectroscopy and also much experience in completing radiometric
calibrations and work on complex atomic spectra. Award to another
source would result in substantial duplication of cost to the
Government that is not expected to be recovered through competition,
and would result in unacceptable delays in fulfilling the agency's
requirements. Anticipated period of performance is from the award date
through June 30, 1999. This notice is not a request for proposals.
However, interested parties may identify their interest and capability
to satisfy the Government's requirements not later than the response
date above. Capability statements must include documentation of
expertise in all areas pertinent to the proposed project. A
determination by the Government not to compete this proposed contract
based upon responses to this notice is solely within the discretion of
the contracting officer. A solicitation document is not available. See
