synopsis/solicitation for services prepared in accordance with Subpart
13.106-2(a)(2), as supplemented with additional information included
in this notice. This announcement constitutes the only solicitation;
proposals are being requested and a written solicitation will not be
issued. CC-99-0001. This solicitation is a Request for Quotes (RFQ).
The RFQ document and incorporated provisions and clauses are those in
effect through FAC 97-06. This RFQ is issued as a small business
set-aside. The SIC code for this RFQ is 7389 and the Size Standard is
5.0 million. Offerors will be expected to provide hourly pricing ($/hr)
for line item 0001, Bank Technology Consulting Services. DESCRIPTION OF
SERVICES: Starting on approximately February 1, 1999 and ending no
later than December 31, 1999, the Office of the Comptroller of the
Currency will require a Bank Technology Consultant. The Candidate must
possess these demonstrated abilities: (1) Banking Policy Experience
including (a) Previous participation in high level banking policy
analysis; (b) Understanding of policy issues associated with banks use
of technology; (c) Experience and understanding of bank supervisory
activities and bank regulatory agencies' role in the area of
technology; (2) Written Skills including (a) Proven ability to draft
broad-based policy documents on the use of technology in banking and
Year 2000 project management practices; (b) Ability to draft technical
material so that it is understandable to the non-technical reader, (3)
Technical Expertise including a broad understanding of key technical
issues concerning banks' use of technology which may include, but not
be limited to, an understanding of encryption, digital signatures,
payment systems, legal issues, Year 2000 remediation techniques, etc.,
and (4) Teamwork Skills including the ability to work cooperatively
and effectively with a variety of staff experts and senior level
officials. OFFEROR SUBMISSIONS: Offerors will be required to submit an
Hourly Rate for Line Item 0001, Bank Technology Consulting Services,
the proposed consultant's resume, a statement no longer than three
pages addressing the proposed consultant's most relevant experience,
and three business references. EVALUATION OF OFFERS: Offers will be
evaluated with consideration given to price, experience, and past
performance. Experience and Past Performance will be given equal
weighting in the award decision whereas pricing will be less important.
Paired comparisons among offers will be made to render a best value
