January 27, 1998, if not somewhat later. The estimated closing date of
03/12/99 is approximate only; the actual closing date will be 45 days
after the solicitation issuance date. The solicitation is for
approximately 16 indefinite quantity, indefinite delivery contracts
under the "multiple award" system described in FAR 16.504. There are 8
separate Subject Areas; award of 2 contracts per subject area is
anticipated. The estimated combined value of the contracts is
$240,000,000, with contracts expected to last 5 years each. The
solicitation is for the Democracy and Governance Center of USAID's
Global Bureau and entails professional/technical services to improve
USAID's effectiveness in promoting the transition to and consolidation
of democratic regimes throughout the world. Services will be ordered
from successful contractors through task orders. Any USAID Contracting
Officer, whether in the Office of Procurement in Washington or in the
various USAID Missions around the world, may issue such task orders.
All contracts will be awarded under full and open competitive
procedures. The solicitation contains a requirement, for other than
small businesses, that at least 15% of a prime contractor's business
must be awarded to U.S. small businesses. The preferred method of
distribution of USAID procurement information is via the Internet or by
request of a solicitation on a 3.5" floppy disk (WordPerfect 5.1/5.2
format). This CBD notice can be viewed and downloaded using the Agency
Web Site. The RFP, once issued, can be downloaded from the Agency web
site. The Worldwide Web address is http://www.info.usaid.gov. Select
Business and Procurement Opportunities from the home page, then "USAID
Procurements." On the following screen, select "Download Available
USAID Solicitations." Receipt of this RFP through INTERNET must be
confirmed by written notification to the contact person noted above
(written confirmation should state name, organization, address, and
type of organization (small business, other than small business,
non-profit, etc.). It is the responsibility of the recipient of this
solicitation document to ensure that it has been received from INTERNET
in its entirety and USAID bears no responsibility for data errors
resulting from transmission or conversion processes. Interested parties
may also request a copy of the RFP by mailing a request for RFP #
M/OP-99-388 to USAID, M/OP/B/AEP, RRB 7.09-075, Washington,DC
20523-7100. All written requests must include 4 self-addressed mailing
labels. Copies will be mailed on a floppy disk unless a written copy
is specifically requested. The RFP will be mailed and also be posted on
the Agency Web Site at least 15 days after the publication of the
notice in the CBD. No phone or fax requests for the RFP will be
