This is a combined CBD synopsis/solicitation for a commercial services prepared inaccordance with the format specified in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This request for proposal is for cellular telephones, pagers and service for both items for the Department of the Treasury, Financial Management Service (FMS). All cellular phones and pagers will be delivered to 3700, East West Highway, Hyattsville, MD 20782. Proposals are due by 2:00 P. M. January 26, 1999, at the following location: Department of the Treasury, FMS, Liberty Center Building, 401-14th Street, S. W., Washington, DC 20227 Attn: Betty Wallace. I. DESCRIPTION -- FMS has a requirement to provide authorized personnel with cellular telephones and pagers in order to maintain its' continuous operations. The minimum number of Government owned cellular telephones to be maintained will be twenty-seven (27) Portable Cellular phones and seven (7) Installed Mobile Cellular phones. Additional cellular telephones may need to be acquired during the contract life. The Government also reserves the right to trade in cellular phones. Pagers are currently being leased. The minimum number of pagers to be leased and serviced shall be two hundred and sixty-six (266), of which one hundred and twenty five (125) shall be numeric, one hundred and forty one (141) shall be alphanumeric. Of the one hundred and twenty five (125) numeric pagers, one hundred and eleven (111) shall have local paging service and fourteen (14) shall have nationwide paging service. Additionally of the one hundred and forty one (141) alphanumeric pagers, ninety seven (97) shall have local paging services and forty four (44) shall have nationwide paging services. FMS may require additional pagers during the life of the contract. An inventory of 4% of the total number of pagers/spare parts shall be furnished by the contractor to the government and shall be kept on-site at Prince Georges Center II Building, 3700 East West Highway, Hyattsville, MD.II. CELLULAR TELEPHONE TECHNOLOGY REQUIREMENTS -- The Contractor shall provide cellular phones that support both Analog and digital service using Code Division Multiple Access (CDMA) technology. III. CELLULAR TELEPHONE REQUIREMENTS -- If a provided cellular telephone is replaced for any reason, the pre-assigned telephone number shall remain the same. Provided cellular telephones shall be in the telephone exchange of 202-494-xxxx. This requirement is necessary to minimize transitional investment costs by not having to notify customers/users/Federal Program Agencies (FPAs). Provided cellular telephone shall have the following features: Signal strength indicator, Battery strength indicator, Security lockout, Volume and Ringer Volume Control, Power adapters for a car,Carrying case and additional and/or replacement batteries IV. PAGER MODEL TYPES The Contractor shall provide pagers that receive numeric (i.e. numbers) or alphanumeric messages (i.e. text and numbers) from the local coverage areas of Maryland, Virginia, Richmond, VA., Philadelphia, PA., and Washington, D.C. and/or within the continental of the United States (CONUS). V. ADDITIONAL PAGER REQUIREMENTS -- If a pager is replaced for any reason, the pre-assigned telephone number shall remain the same. Pagers shall be in the telephone exchange of 301-973-xxxx. This requirement is necessary to minimize the transitional administrative costs by not having to notify customers/users/Federal Program Agencies (FPAS). Pagers shall have the following features: digital and use frequencies in the 900 MHz Range, be able to display a minimum of 2 lines of data for alphanumeric pagers, a minimum of 7,350 Total Character Memory for alphanumeric pagers, a minimum of 20 Message Slots to allow for receiving/storage of numbers for alphanumeric pagers, able to show Time and Date, Message Time stamping to allow personnel to prioritize messages, by the date and time they were received, User Selectable Alerts so personnel can differentiate one pager device from another, a Vibrating Alert to make personnel aware of incoming messages in a noisy data processing environment, Message Lock to prevent lost or erased, Selective Erase to allow personnel to erase messages that are no longer needed, thereby keeping the pager's memory organized, Erase All to allow for memory slot organization by erasing all unlocked messages, Memory Retention for retaining messages when pager is off, Battery Backup to retain messages in memory when replacing the battery, Low Battery Indicator to notify personnel that battery is low and needs to be replaced, Reminder Alert to alert personnel that messages need to be reviewed, Duplicate Message to allow for duplicates to be stored in the same memory slot as the original message,Backlit Display to allow messages to be read at night or in a low light environment.VI. COVERAGE- For Cellular phones: The Contractor shall provide local coverage to include but not limited to -- Richmond, VA, Washington, D.C., Baltimore, MD, Philadelphia, PA. The Contractor shall provide roaming capability within the Continental of the United States (CONUS). For Pagers: The Contractor shall provide CONUS coverage for -- 14 numeric pagers, 44 alphanumeric pagers. The Contractor shall provide local coverage to include but not limited to -- Richmond, VA, Washington, D.C., Baltimore, MD, Philadelphia, PA for -- 111 numeric pagers, 97 alphanumeric pagers. Coverage of service under this contract shall be for 24 hours per day, 7 days per week, 365 days per year. VII. CONTRACTOR FURNISHED ITEMS -The Contractor shall provide user guides and any associated documentation provided by the equipment manufacturer. VIII. GOVERNMENT STANDARDS -- All cellular telephones, cellular telephone accessories, pagers and support maintenance shall be Year 2000 Compliant. IX. MEETINGS -- At the request of the COTR and/or Contracting Officer, the contractor is expected to attend agree upon pre-arranged meetings. X. PERIOD OF PERFORMANCE -- The period of performance under this contract shall be from March 1, 1999 through February 29, 2000, with four one year option renewals. XI. POINT OF CONTACT The COTR's name and address will be furnished at contract award. XII. TRAVEL AND PER DIEM- The work under this contract does not require travel outside of the Washington Metropolitan area; therefore, no travel expenses are not allowed. XIII TYPE OF CONTRACT -- A fixed price contract will be awarded for this requirement. XIV. EVALUATION CRITERIA -- The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical capability- The Contractor shall meet all of the requirements in I thru X above.Past Performance -- The Contractor shall provide revelant corporate past performance in similar contract for three locations, which shall include the following: (1) Name of client, point of contact and phone number (2) Estimated annual dollar value of contract (3) Type of services or supplies included in the contract (4) Date of contract award and term of contract. Price -- The price proposal shall be accurate and complete and shall consist of the offeror's price to perform services and supply a cost for cellular phones and portable/installed mobile cellular phones replacements. Cellular telephone activation fees, peak time per minute charge, non-peak time per minute charge, analog access monthly charge per phone, roaming in market area per minute charge, roaming out of market area per minute charge, basic digital service monthly charge per phone, text messaging monthly charge per phone and operator assisted text messaging monthly charge per phone service rate plans, air time and land time charges if applicable, optional cellular accessories such as: spare batteries, additional desktop chargers, additional travel chargers, cigarette lighters adapters and leather cases. Monthly rental and air time for pagers, pager activation fees (if applicable), rate plans/maintenance plans. The price proposal shall show pricing for each year separately. Technical, past performance, and price are in descending order of importance. The Government reserves the right to make more than one award for this requirement.
