Barbara.Hanna@gsa.gov AMENDMENT -- GSA proposes to conduct a two-step
procurement to lease a build-to-suit facility containing approximately
54,119 rentable square feet of laboratories and related spaces for use
by the Drug Enforcement Administration for personnel, furnishings, and
equipment. Step one of the procurement will result in the
identification of the most highly qualified prospective offerors who
have expressed an interest in providing the facility and in the
establishment of a competitive range based on past performance . The
Government reserves the right to establish the competitive range based
on initial Information Packages; if discussions are necessary, they
will be conducted on behalf of the Government by the GSA Contracting
Officer. If the Contracting Officer determines the number of proposals
that would otherwise be in the competitive range exceeds the number at
which an efficient competition can be conducted, the Contracting
Officer may limit the number of proposals in the competitive range to
the greatest number that will permit an efficient competition among the
most highly rated proposals. The Government has prepared detailed
Project Programs Documents for the laboratory facility. As part of the
rental consideration, the successful Offeror shall provide all design
and engineering services required to adapt the Government- furnished
Project Program to the site and all construction services required to
construct the laboratory facility. The successful Offeror/Lessor shall
assume ownership of and responsibility for the Government-furnished
Project Program at the point of lease award. To be considered for this
procurement, each Prospective Offeror (and its team of architects,
engineers, and contractors) shall submit the completed Information
Package which may be obtained from GSA upon request. Only properly
completed packages will be evaluated and considered in the
establishment of a competitive range; preprinted brochures will not be
considered. The Government will conduct a performance risk
assessmentbased upon past performance as it relates to the probability
of successfully performing the solicitation requirements. In
conducting the performance risk assessment, the Government may use data
provided by the offeror and data obtained by other sources. While the
Government may elect to consider data obtained from other sources, the
burden of providing current and complete past performance information
rests with the offeror. Copies of the Project Program documents will
be made available during Step 2 of the procurement to those Offerors
who are in the competitive range following completion of Step 1.
However, the Project Program Documents will not be distributed at this
time and the information that the documents contain is not necessary
for preparing a response to the Information Package. Prospective
Offerors wishing to receive the Information Package should submit a
written request no later than January 22, 1999. To be considered for
this procurement, completed Information Packages must be submitted no
