Army Corps of Engineers (USACE) intends to contract for one steel Fuel Oil Barge for service on the Mississippi River and its tributaries. The approximate dimensions of the vessel are 195 feet in length, 35 feet in beam, and 12 feet in depth at side. Cargo capacity is anticipated at 342,000 gallons. The vessel will be USCG Certified as Subchapter D Tank Vessels, Classed by ABS as Maltese Cross A1 Oil Barge with AMS in River Service and will meet all requirements of the Oil Pollution Act of 1990 (OPA90). The solicitation has been formatted as a detailed design based upon the "as-built" design of a vessel previously constructed for the Army Corps of Engineers. Liquidated damages and bonding requirements are included in the solicitation. Contractors must be registered in the Central Contractor Registration (CCR) database prior to award of the contract. Instructions will be included in the solicitation. Solicitation documents will be provided on CD-ROM only. One CD-ROM will be provided upon receipt of a written request. Bidders will be responsible for paper copies. Issue date for solicitation documents will be on or about February 8, 1999 with a bid opening date of March 11, 1999 at 11:00 a.m. Additional copies of the CD-ROM will be provided at a charge of $5.00 each.
