The Bureau of Engraving and Printing plans to issue a solicitation for system consisting of aqueous based inks, an extender, an overprinting vehicle, and a viscosity reducing agent, if needed, for high speed rotogravure printing of postage stamps in accordance with BEP Specification No. I: GAS-1H, dated November 12, 1998. The Government anticipates that a Firm Fixed-Price, Requirements type contract will result from this solicitation. The period of performance will be one base period of 12 months and four option periods of 12 months each.
