(KMR)) Logistics and Technical Range Support Request for Information:
The US Army Space and Missile Defense Command requests information on
an offeror that recognizes and can perform the following effort
(inclusive). This is an advance notice for planning purposes only and
is not a solicitation for proposals. Letters requesting to be added to
a potential bidders list for an RFP are not requested at this time.
The offeror shall be responsible for providing the logistic and base
support services at the U.S. Army Kwajalein Atoll (USAKA), including
but not limited to, operating a K through grade 12 school system, a
hospital, an airport, marina, retail facilities, warehousing and supply
function, shipping and receiving function, food services, automotive
maintenance, information management, fire protection, community
services, recreation services and to operate, maintain, and modify the
systems that comprise the Kwajalein Missile Range (KMR), to include
support for all existing systems. KMR is a Government-owned,
Contractor-Operated Major Range and Test Facility Base (MRTFB),
pursuant to Army Regulations 70-49 and 70-69; a United States
Anti-Ballistic Missile (ABM) Test Range, pursuant to the ABM Treaty
Agreement; and a Defense Site, pursuant to the Compact of Free
Association, Public Law 99-239, with the government of the Republic of
the Marshall Islands (RMI). The primary missions of USAKA are to
support the developmental and operational testing of strategic
defensive and offensive ballistic missile systems, Ballistic Missile
Defense discrimination research, and to conduct space surveillance
functions for the Department of Defense. Other government agencies
supported by USAKA include the National Aeronautics and Space
Administration (NASA), Department of Energy (DOE), and the Defense
Nuclear Agency (DNA). The USAKA is located in the Kwajalein Atoll, RMI.
The Atoll is located approximately 9 degrees north latitude and 167
degrees east longitude. The USAKA is comprised of technical and support
facilities located on eleven, low-lying tropical islands leased from
the RMI through the U.S. State Department. The technical programs
conducted at USAKA require precision operations by highly skilled and
specially trained technical personnel. These personnel are
predominantly civilian and must be assigned to and retained at USAKA on
a voluntary basis. To allow the MRTFB activity users and tenants to
attract and retain the highly skilled personnel required for the
conduct of technical operations at USAKA, it is necessary to provide
logistic and base support comparable to that which would be available
to a scientific and technically oriented civilian community in the
United States. The USAKA population has averaged approximately 3,000
for the past several years. The instrumentation includes highly
sophisticated one-of-a-kind radars, all with deeply embedded computer
controls, as well as optics and telemetry data acquisition systems.
Several of the radars are used as testbeds for experimenting with new
radar techniques for improving metric and signature measurements in
support of the KMR mission. These radar systems are continually being
modified to maintain the state-of-the-art capability required by the
complex missions supported by KMR. The mission and modification
requirements at KMR fluctuate due to varying national priorities and
test efforts. The missions supported at KMR include multi-million
dollar singular events which require the efforts of extremely competent
technical personnel. Many KMR systems have been designed, built and
documented with the expectation that the operations and maintenance
team will be composed of highly qualified engineers and technicians.
The built-in test equipment, diagnostics, and detailed trouble shooting
information for these systems is less than would be provided for
production equipment. Interested offerors should submit documentation
supporting their capabilities to the U. S. Army Space and Missile
Defense Command, ATTN: SMDC-CM-CN/Carol Benton or Beverly Fowler, 106
Wynn Drive, Huntsville, AL 35805 within 30 days after this announcement
is published. Documentation should also include the offeror's opinion
relative to operating both the logistics and technical functions under
one management system. All responses to this notice must cite notice
number DASG60-99-0001. Offerors responding should indicate whether they
are small, small disadvantaged (size standard of 1,000 employees), or
large business. A Top Secret facility clearance will be required.
