issue a Request for Quotation (RFQ) for support of multiple ISTP
satellite studies of boundary layer phenomena, supporting studies
identified by IACG Campaign 2 for coordinated analysis, particularly
those multiple satellite studies with the following science objectives:
1)Using multi-point observations, determining the boundary layer
response to external solar wind forcing conditions 2) Determining where
and under what conditions Flank Merging takes place at the magnetopause
3) Searching for causes of magnetosheath plasma observations inside the
nominal magnetopause by interball. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends
to purchase the items from Mission Research Corporation, on a sole
source basis. Mission Research Corporation is the original developer of
the basic measurement technique and has unique qualifications to
perform this research especially in the area of electric fields, plasma
convection, and boundaries. The research must address the fundamental
issue of magnetospheric boundary layers, reconnection, and particle
entry which is critical to the ISTP Solarmax mission. Based on these
unique qualifications, Mission Research Corporation is the only company
capable of completeing this research. Interested firms have 21 days
from the publication of this synopsis to submit in writing to the
identified point of contact, their qualifications/capabilities. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after the 21 days or without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government to not compete
this proposed effort on a full and open competitive basis, based upon
responses to this notice is solely within the discretion of the
Government. Oral communications are not acceptable in response to this
notice. All responsible sources may submit an offer which shall be
