Service-Washington intends to negotiate a sole source purchase order
with InQuizit Technologies, a small woman-owned business located in
Santa Monica, California. Capability Statements, including key
personnel resumes, and organizational capabilities, qualifications and
experience, will be accepted, by email or fax, up until 27 January
1999. InQuizit is a natural language language understanding (NLU)
system developed by Intelligent Text Processing (ITP) for highly
precise searches of text data. InQuizit is proprietary software of ITP
that offers a full natural language understanding capability. The data
to be searched will be largely text with an assortment of tables and
appendices containing formulas, etc. In order for InQuizit to find
relevant sections of the text, a library (lexicon) containing
specialized vocabulary specific to Army regulatory subject matter must
be developed. Under this purchase order, a prototype natural language
understanding (NLU) application will be built asa conceptual search
