The contractor is required to conduct (1) 50 to 60 annual area-specific FMR surveys that produce 40th percentile rent estimates, (2) 20 longitudinal annual adjustment factor (AAF) surveys, and (3) to conduct research, as requested by HUD, on ways to improve the FMR and AAF estimation process and in interpreting survey results. The collected data will be used to derive indices of annual changes in rents, already under contract in the nonmetropolitan and metropolitan parts of teh 10 HUD regions. The period of performance is 48 months. High levels of telephone and data processing technology and staffing are necessary for success. An offeror must demonstrate that it has the proven capacity for large-scale Random Digit Dialing and mail survey work described in the RFP's Statement of Work (Section C). The incumbent is Macro International (Contract DU100C000005974). A cost-reimbursement type contract is anticipated. The RFP will be available on or about February 5, 1999.
