Bonner, 440.838.6091 Under the authority of 38 U.S.C. 8153, Expanded Sharing Authority and in accordance with FAR, Part 12 Acquisition of Commercial Items the Employee Education System (EES), 10000 Brecksville Road, Brecksville, Ohio, intends to procure services to provide otolaryngologists, speech pathologists and other treatment team professional staff with an educational resource and a performance support resource that can be utilized repeatedly and that will address both their developing needs and clinical reference needs about swallowing disorder assessments and measurements. The program will attend to caregiver's needs for factual information, and demonstrations at every interval of selected signs and symptoms of five swallowing disorders. The Contractor shall use information compiled by EES and other Veterans Affairs Medical Center (VAMC) experts to develop a five part swallowing disorder specific educational CD-ROM program. The five specific areas are: 1) Altered anatomy, including head and neck cancer; 2) Pharyngeal delay; 3) Aspiration-Penetration; 4) Bolus propulsion and phyaryngeal clearance; 5 ) Upper esophageal sphincter function. The Contractor shall provide all labor, materials, supervision and record keeping required for production, design, consultation and delivery of products as required by the specifications. These products are: a project information design document, a detailed storyboard design plan for the entire product which contains (screen scripts, the identificaiton of media assets, software functionality, and software navigation) an interactive course for delivery on a CD-ROM. EES currently has the source prototype Authorware program and media asset files for one of the five parts (Pharyngeal Delay -- approximately 50% complete. This acquisition is set-aside for small businesses, the Standard Industrial Code is 8999 and the size standard is $5.0 million. Solicitation will be available on or before January 19, 1999.
