hotel accommodations for MBDA's Annual MED Week Conference This is a
combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. The solicitation and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular (FAC) 97-07. This acquisition is being conducted under full
and open competition procedures. The SIC Code is 7389, and size
standard $5 million. The complete solicitation along with any questions
and answers will only be posted at the following web site:
http://www.rdc.noaa.gov/~amd/SOLINDEX.HTML. The closing date for
solicitation No. 52-DKBE-9-90019 is February 01, 1999 at 3:00 p.m.,
Eastern Standard Time. Offerors should access the solicitation web site
prior to submission of offers to determine if the solicitation has been
amended. Offerors who download solicitations from the Internet page
assume responsibility for obtaining any amendments to a solicitation.
Your written response to any solicitation must include acknowledgment
of receipt of any amendments. Offerors may submit written questions
pertaining to the solicitation requirements through January 20, 1999 at
3:00 p.m., Eastern Standard Time to allow the program office adequate
time to prepare and issue a response to all offerors prior to the
closing date and time for receipt of offers. Questions may be faxed to
Francine Bland at 301 713-0809. The response to questions will be
posted on the web-site stated above. Requirement Description: The U.S.
Department of Commerce, Minority Business Development Agency has a
requirement for conference facilities and hotel accommodations to host
its annual MED Week Conference. The contractor shall provide the
necessary services and facilities (space, lodging, food, and equipment)
for the hosting of this annual conference. Facilities must accommodate
the more than 1,000 persons participating in the planned events, be
located within boundaries of Washington, DC, and not more than a ten
minute walking distance to a Metro subway station. Each individual
participant that requires lodging will be responsible for his/her own
expenses. The 1999 MED Week Conference is scheduled for October 3 -- 6,
1999, and conferences are planned for the same October time frame for
the year 2000, 2001, 2002, and 2003, respectively. However, the
Government will consider a conference date of November 7 -- 10, 1999,
respectively. The contract period of performance will be one year plus
four option years. This acquisition will be conducted under full and
open competitive procedures. Proposals must be submitted in writing and
signed by an authorized individual of the company. The Government will
not accept electronic, telegraphic, facsimile or telephonic proposals.
Award will be made to the responsible, responsive offeror whose offer
is deemed technically acceptable and represents the best value to the
Government. The Government intends to make one award. The provision at
52.212-1, Instructions to Offerors-Commercial, applies to this
acquisition and there is no addenda to this provision. The provision at
52.212-2, Evaluation-Commercial Items, applies to this acquisition and
the evaluation factors are technical capability/experience, past
performance, techniques/methodologies and complimentary cost benefits.
There is an addenda to this provision, see D.5, Instructions for the
Preparation of Technical and Price Proposal. Each offeror must include
a completed copy of the provision at 52.212-3, Offeror Representations
and Certifications-Commercial Items", with its offer. The clause at
52.212-4, Contract Terms and Conditions-Commercial Items, applies to
this acquisition and there is no addenda to this provision. The clause
at 52.212-5, Contract Terms and Conditions Required To Implement
Statutes or Executive Orders-Commercial Items, applies to this
acquisition and the following additional FAR clauses are applicable:
52.203-10, 52.219-8, 52.219-9, 52.222-26, 52.222-35, 52.222-36,
52.222-37, 52-247-64. 52.222-41, and 52.222-42. Additional contract
terms and conditions are noted at paragraphs B.3 through B.9 of the
