The United States Air force is requesting proposals for the installation of underground and interior wiring and street lights at Hanscom Air force Base, Massachusetts. The project involves all labor, equipment, tools, transportation and performance of all operations required performing the installation of underground wiring and street lights in accordance with the contract. The principal items of work will include but not be limited to: installation of 15 kV and 600 V cables, lighting poles and all associated hardware and wiring, verification of phase rotation, installation of pedestal mounted junction boxes, 15 kV and 600 V cables terminations and splicing, installation of cable racks and feed through lugs in manholes, cable testing, demolition and disposal of existing pole mounted transformers and other hardware associated with existing overhead lines. The Government will supply all materials. The result of the requests for proposal will be a firm fixed price Indefinite Delivery Indefinite Quantity (IDIQ) Contract. The contract will be issued as a basic year and one option year. Work will be issued on a delivery order basis for the life of the contract. Each delivery order will have its own performance period. The magnitude of construction for this project is between $1,000,000.00 and $5,000,000.00. The contract minimum will be equal to $260,000.00 for the life of the contract and the maximum value will be equal to $2,000,000.00. The minimum delivery order will be $2,500.00. The maximum delivery order will be $500,000.00. Proposals received from this solicitation will be evaluated in accordance with the following criteria, listed in relative order of importance: 1A) Technical Proposal and 1B) Past Performance; 2) Cost.
