severe damages that resulted from the October and November, 1998
flooding disasters that hit South Texas, the Federal Emergency
Management Agency (FEMA) intends to award a contract for Maintenance
and Deactivation Services for 140 Manufactured Homes and 350 Travel
Trailers which are currently housing, on a temporary basis, disaster
victims located in an eleven (11) county area in Texas, predominantly
concentrated in the greater San Antonio area. Method of compensation
will be a Fixed Monthly Fee each month of the 16-month contract period
based upon the number of active manufactured homes and travel trailers
requiring maintenance and deactivation services. It is assumed that the
number of active manufactured homes and travel trailers will decrease
over the duration of the 16-month contract performance period. FEMA
intends to award one contract for the Maintenance and Deactivation
Services of the Manufactured Homes and Travel Trailers. This
requirement is 100% Small Business Set-Aside under SIC Code 7699. The
small business standard is annual receipts of less than $5.0 million
for the last three consecutive years. Copies of the solicitation
document will be issued on or about January 20, 1999, and proposals
