Replacement of a pathological waste incinerator. This acquisition will
consummated utilizing the two-phase, design build selection procedures
in accordance with FAR Part 36. The maximum number of offerors that
will be selected to submit phase-two proposals is five. A pre-proposal
conference/site visit will be conducted. The estimated magnitude of
the project is between $500,000. and $1,000,000. Location of the
incinerator is at the U.S. Geological Survey, Biological Resources
Division, National Wildlife Health Center (NWHC), Madison, WI;.

above address. Telephone requests will not be accepted. Demolition,
transportation and disposal of the existing incinerator "Consumat Model
C-75-P, controlled air-type dual fuel, pathological waste incinerators
rated to burn upto 175 lb/hr of Type IV pathological waste", stack and
appurtenant equipment. Design and construct a building addition to
house the new pathological waste incinerator. Design, manufacture,
install, demonstrate and test the new pathological waste incinerator to
prove actual operating performance of equipments and systems comply
with the contract requirements and all applicable Wisconsin Statutes,
including the Incinerator Construction Permit and Permit Requirements
and Conditions. Design requirements for the new incinerator is as
follows: The new incinerator will have a maximum design capacity of 200
lb/hr (but not less than 150 lb/hr). The new incinerator must meet all
Wisconsin DNR Air Pollution Control Criteria for Incinerators, Lowest
Achievable Emission Rate (LAER) requirements specified in the
operating permit. Incinerator shall have a secondary chamber with 2
second retention time at 1800 F averaged over any five minute period.
Incinerator shall have solid state controls to monitor, control, and
record combustion conditions. Design shall include stack, and stack
height to meet good engineering practice (GEP) standards. The waste is
composed of: Animal Carcasses, animalwastes, bedding exposed to
infectious agents -- (70% -100%) and plastics, cardboard, plastic bags,
Styrofoam coolers, -- (0% -30%). Facility: a. Background -- Access to
the Diagnostic Laboratory is restricted. During demolition of the
existing incinerator and stack, the Diagnostic Laboratory may be closed
down for not to exceed 12 calendar days to allow entry into the area
without risking contractor personnel to the infectious disease facility
and requiring showering out facilities. b. New requirements --
Performance Specifications The contractor shall construct an attached
addition to the facility that will contain the new incinerator and
appurtenant equipment. The building addition and modifications must be
designed and certified by a Professional Engineer/Architect in
accordance with state law and regulation. The building envelop must
conform to Federal Guidelines for energy and accessibility. The
contractor shall be responsible for making all utility modifications.
