Marine Corps Systems is seeking qualified small businesses which may be
able to provide the Marine Corps with Kenwood UHF radios,
headset/microphones, and carrying cases. A combined
synopsis/solicitation for commercial items has been prepared in
accordance with Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. Solicitation M67854-99-R-2065 is being
issued as a Request for Proposal. This solicitation document
incorporates Provisions and Clauses that are in effect through Federal
Acquisition Circular #97-08. In accordance with FAR Provision
52.212-2, the Government will award an Indefinite Delivery --
Indefinite Quantity (IDIQ) contract, for the period from date of award
through 30 September 2000, resulting from this solicitation to the
responsible offeror whose offer conforming to the solicitation will be
most advantageous to the Government, price, ability to meet product
specifications and time to delivery considered. Multiple contracts for
the different CLINs shown below may be awarded if the Government
determines it to be its best interest to do so, price, ability to meet
product specifications and time to delivery considered. This
procurement is 100% set-aside for Small Business and the Standard
Industrial Classification Code (SIC) is 3669. The size standard is 750
employees. Contract line items for the IDIQ contract are as follows:
CLIN 0001: 450/each MIN Ultra High Frequency (UHF) Transceiver 850/each
MAX (Kenwood Free Talk/UBZ-LF-14B) (Brand Name Only) CLIN 0002:
350/each MIN Headset/Microphone to be used with 750/each MAX The
Kenwood Free Talk with the following specifications: boom microphone,
ear-bud receiver, integrated push-to-talk switch which has an alligator
clip to positively secure it to a Marine's lapel (once placed by the
individual Marine, the microphone and ear bud receiver must remain in
position while being worn by the Marine during combat conditions.) The
ear bud should have an adjustable ear hook to keep it in contact with
the ear. The connecting cord should be no longer than 18" and not
encumber the normal movement of the Marine's head. CLIN 0003: 450/each
Carrying Case for the Kenwood Free Talk, 850/each MAX Olive Drab in
color (Brand Name or Equal) Upon award of the IDIQ contract, a delivery
order shall be issued for the minimum quantities stated above. Delivery
of the 350 radios, headset/microphones, and carrying cases shall be no
later than 05 February 1999 to the following location. Partial

Proposals shall detail unit prices for the minimum quantities shown
above, in addition to the unit price for the minimum and maximum
quantity difference, for each CLIN. Offerors shall also include the
period for which their pricing is effective. Submit proposals to Marine

Quantico, VA 22134. Offerors must submit their proposals to reach
destination by 2:00pm Eastern Standard Time, 26 January 1999. Fax
