synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. The Deschutes National Forest
intends to award a firm fixed price indefinite quantity contract for
the manufacture and delivery of Mulch Mat vegetative protection
material. Product Type: Ground cover material -- Woven Polypropylene;
Function: Eliminate competing vegetation from around young tree
seedlings. This notice constitutes the only solicitation; proposals are
being requested and a written solicitation will not be issued. This
solicitation is identified as R6-1-99-104, a Request for Quotations
(RFO). This is a 100 percent set-aside for small business firms for
Standard Industrial Classification (SIC) Code 3081; the small business
size standard is 500 employees. The contents of this notice and
incorporated provisions and clauses are in those in effect through
Federal Acquisition Circular 97-09. Forest Service REQUIRED Standards
are as follows: Mulch Mats shall be manufactured from ``woven black
polypropylene'' with a minimum U.V. Rating of 5 years; material shall
be manufactured with a minimum ``permeability rate'' of 8 gal/min/sq
ft; each mat shall be 6 foot x 6 foot with a center cut; Item No. 1
shall have an 8 inch ``slit cut'', Item No. 2 shall have a 5 inch
diameter ``hole cut''; all cuts must be completely through the entire
thickness of all mats and must be the entire length/circumference. All
mats must be capable of satisfying intended function; all mats must
retain value of initial treatment in order to maintain functionability
without need for subsequent treatment or replacement, must be
resistant to tearing or unraveling; and must be compatible with
standard reforestation practices. Mats must be classified as
non-hazardous and must be environmentally safe for all natural
resources. Mats shall be shipped in packages of 25 per bundle, 40
bundles per pallet and shall be shipped in packaging made of waterproof
material. Line Item No. 1, Mulch Mats, Minimum Quantity = 120,000 each;
Maximum Quantity = 220,000 each, delivered FOB Destination: Deschutes
National Forest, Bend Pine Nursery, 63095 Deschutes Market Road, Bend,
OR 97701. Line Item No. 2, Mulch Mats, Minimum Quantity = 165,000
each; Maximum Quantity = 250,000 each, delivered FOB Destination:
Deschutes National Forest, Bend Pine Nursery, 63095 Deschutes Market
Road, Bend OR 97701. Delivery Item No. 1 in minimum shipments of 45,000
each during the period of March 1 through May 1, 1999; Delivery Item
No. 2 in minimum shipments of 50,000 each during the period of April 1,
through May 17, 1999. Supplemental evaluation factors; past performance
of the firm; suitability of the product offered, to be determined by
comparable in-use conditions; and price. No factor is deemed more
important than another. The Government will consider all factors and
evaluate on the basis of overall best value. By way of this notice
price quotes are hereby being requested. Offerors must submit their
quote in accordance with all requirements of this notice including
those requirements included by reference. Offeror's quote must include
descriptive literature which clearly identifies the product being
offered; in addition, a representative product sample must also be
submitted with the quote. Offerors must submit a completed copy of the
provisions at 52.123-3 Offeror Representations and Certifications --
Commercial Item. Offeror must include a narrative on company letterhead
stationery which speaks to the supplemental evaluation factors. The
entire quote shall be submitted to: Contracting Officer, Deschutes
National Forest, P.O. Box 6010, Bend, OR 97708-6010 and be received not
